Job Posting Organization: The European and North Atlantic (EUR/NAT) Regional Office (RO) is located in Paris, France, and is accredited to 56 ICAO Contracting States. The organization assists these states in implementing ICAO’s policies, decisions, Standards and Recommended Practices (SARPs), as well as regional and global safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and air navigation plans. The office supports extensive meeting activities, disseminates information, and encourages participation in ICAO activities. Additionally, it provides technical assistance and helps states with implementation.
Job Overview: The Senior Project Advisor plays a crucial role in the EUR/NAT Regional Office, reporting directly to the Regional Director. This position involves working independently on assigned tasks while collaborating closely with the Administrative Specialist. The primary focus of the Senior Project Advisor is to provide external project support services related to the renovation of the EUR/NAT Regional Office building located in Neuilly-sur-Seine, France. The incumbent is expected to seek advice and guidance from the Regional Director on assignments and consult on complex building renovation project issues. The role requires a proactive approach to managing contracts and ensuring effective project execution, with specific directives provided by the Regional Director for special tasks or complex issues.
Duties and Responsibilities:
Contribute to the implementation of the EUR/NAT RO building renovation project, achieving results such as: - Provide expert support for the effective management of contracts related to the project. - Advise ICAO on governance, contract execution, and risk management processes for the project. - Review the risk register established by the Project Management Assistance company (AMO) and advise ICAO accordingly.
Assist in the management of the Contract for an Architect and Engineering (A&E) company (MOE), achieving results such as: - Support the transition from procurement to contract execution, ensuring seamless handover. - Collaborate with EUR/NAT and HQ Procurement in drafting, finalizing, and managing the contract for the services of the selected A&E company, ensuring clarity on deliverables and performance expectations. - Coordinate with ICAO, AMO, and MOE to oversee the successful implementation of the contract and ensure project deliverables are met. - Review and provide input on documents and deliverables submitted by the MOE, including the tender package, to ensure alignment with contractual obligations. - Address and provide recommendations to resolve issues arising during the MOE’s contract execution in collaboration with relevant stakeholders.
Assist in the management of the contract for a General Contractor (EG), achieving results such as: - Collaborate and assist in the preparation of the documents for the selection of a General Contractor. - Assist in the technical review of the proposals received from tenderers. - Provide support in finalizing and overseeing the contract for the services of the selected General Contractor. - Advise and assist EUR/NAT on staff relocation plans and their implementation. - Coordinate with the General Contractor, MOE, AMO, and other stakeholders to address and resolve any contractual issues or risks that arise during project execution. - Report on risks and issues as and when needed.
Perform other related duties as assigned.
Required Qualifications: An advanced university degree is required in procurement, business studies, engineering, or a related field. Essential qualifications include at least ten years of relevant experience in procurement contract management, preferably within the United Nations system or at the international level. Professional experience in the area of construction/renovation projects is also essential. Knowledge of contract and project management, particularly concerning United Nations procurement and contract rules, is required.
Educational Background: An advanced university degree is required in procurement, business studies, engineering, or a related field. This educational background is essential for understanding the complexities of contract management and project execution within the context of international standards and practices.
Experience: The position requires at least ten years of relevant experience in procurement contract management, ideally within the United Nations system or at the international level. This extensive experience is crucial for effectively managing contracts related to construction and renovation projects, as well as for navigating the specific challenges that arise in such environments.
Languages: Fluent reading, writing, and speaking abilities in both French and English are essential for this position. Additionally, a working knowledge of a second language of the Organization, such as Arabic, Chinese, Russian, or Spanish, is desirable and would be considered an asset.
Additional Notes: This consultancy is to be filled for an initial period of eleven (11) months, amounting to up to 232 working days, with a possibility of renewal. The position is based in Paris, with the possibility of partial remote work. It is positioned in the Band D category, and the daily rate for this position is CAD 700 per day.
