Job Overview:
The Head of Global Procurement is a pivotal role within the Global Procurement Unit (GPU) of MSF, responsible for developing strategic orientations and ensuring the smooth operation of global procurement activities across all MSF entities. This position is crucial as procurement represents approximately half of MSF's expenses, and the GPU aims to streamline procurement processes, enhance compliance, and improve risk management. The Head will work closely with various stakeholders, including supply and procurement directors from different operational centers and other departments within MSF, to align procurement strategies with the organization's overall mission. The role requires a proactive approach to identifying needs, managing resources, and ensuring that procurement activities are efficient and responsive to the global needs of MSF. The successful candidate will be expected to lead a team of 25-30 members, fostering a collaborative environment and promoting professional development among team members.

Duties and Responsibilities:
The Head of Global Procurement will be responsible for leading the definition and implementation of strategic orientations for the GPU, ensuring alignment with the priorities of various MSF entities. Key responsibilities include operationalizing strategic priorities into actionable plans, anticipating risks, and advocating for necessary resources. The Head will also establish communication channels to capture feedback from different entities, monitor key performance indicators, and identify areas for improvement. In emergency situations, the Head must be prepared to support MSF operations with coordination and sourcing tasks. Additionally, the role involves managing a diverse team, promoting a collaborative work environment, and ensuring effective communication with stakeholders. The Head will also oversee budget construction and resource allocation for procurement activities, ensuring compliance with MSF recruitment policies during team selection.

Required Qualifications:
Candidates for the Head of Global Procurement position should possess strong leadership skills, with a proven ability to manage and motivate a diverse team. They should have a deep understanding of procurement processes and strategies, particularly in a humanitarian context. Experience working in international contexts and understanding the challenges of procurement in emergency situations is also advantageous.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within MSF. Proficiency in French is highly desirable, given the organization's operations in French-speaking countries. Additional languages may be considered an asset, particularly those relevant to MSF's operational contexts.

  • The successful candidate will be offered a contract in the MSF office of their country of residence at the time of application. MSF's compensation and benefits package will be in accordance with the practices of the MSF entity establishing the contract.
