Job Posting Organization:
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives from the private sector, environmental community, and civil society. Established to address integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The CCAC Secretariat, hosted by the United Nations Environment Programme (UNEP) at the Economy Division in Paris, provides secretariat services to the Global Methane Pledge. As of October 2023, the CCAC has been instrumental in supporting countries like Somalia in their efforts to combat SLCPs through policy development and capacity building initiatives. Somalia joined the CCAC in 2025, aiming to enhance its national air quality governance framework and integrate air pollution priorities into national development frameworks like the National Transformation Plan (NTP 2025–2029) and the updated Nationally Determined Contribution (NDC 3.0).

Job Overview:
The National Consultant will play a crucial role in supporting the in-country coordination and implementation of CCAC-supported activities in Somalia. This position involves close collaboration with the Ministry of Environment and Climate Change (MoECC), the Pollution Monitoring Unit (PMU), and the Stockholm Environment Institute – Africa Center. The consultant will facilitate cross-ministerial consultations and stakeholder engagement to ensure alignment with national priorities related to air quality management and short-lived climate pollutants (SLCPs). The consultant's contributions will be vital in strengthening Somalia’s national air quality governance framework by developing policy-relevant evidence, conducting policy gap analyses, and formulating recommendations for a future National Air Quality Policy and National SLCPs Plan. Additionally, the consultant will integrate SLCP considerations into existing national planning processes, particularly in key sectors such as agriculture, waste, and energy. The role also includes identifying priority actions and capacity needs for Air Quality Monitoring and SLCP mitigation, supporting project implementation, and enhancing linkages between air quality and climate policy processes, including Somalia’s NDC 3.0.

Duties and Responsibilities:
The National Consultant will be responsible for a range of duties including: 1) Policy coordination and implementation: Ensuring alignment between CCAC-supported activities and Somalia's national priorities on air quality, climate change, and SLCPs. 2) Project coordination and delivery support: Supporting the implementation of the CCAC-funded Targeted Expert Assistance project, facilitating in-country coordination, consultations, and timely delivery of project outputs. 3) Stakeholder engagement and capacity building: Strengthening collaboration across government entities and with development partners, organizing workshops, and contributing to capacity building on air quality monitoring and SLCP mitigation. 4) SLCP and methane policy support: Leading the development of targeted policy inputs on methane and other SLCPs, identifying priority mitigation opportunities, policy gaps, and actionable recommendations. 5) Monitoring, reporting, and coordination: Tracking project activities, supporting reporting requirements, and ensuring effective communication between stakeholders. 6) Representation and advocacy: Supporting Somalia's representation in CCAC engagements and fostering collaboration with regional and international partners.

Required Qualifications:
The position requires a Master's degree or equivalent qualification in environmental management/science, economics, health, project management, finance, administration, or a relevant field. Candidates must have at least 3 years of professional experience in fields related to environmental management, climate change, or project management. Demonstrated ability to provide technical assistance to governments and stakeholders is essential, along with excellent communication skills (both written and oral). Knowledge of national policies in climate change mitigation and air pollution is required, as well as a good understanding of SLCPs and related issues in Somalia. Proficiency in advanced Excel functions is desirable.

Educational Background:
Candidates must possess a Master's degree or equivalent qualification in a relevant field such as environmental management/science, economics, health, project management, finance, or administration. This educational background is crucial for understanding the complexities of environmental policies and the technical aspects of air quality management and climate change mitigation.

Experience:
A minimum of 3 years of professional experience in areas relevant to environmental management, climate change, or project management is required. Candidates should have a proven track record of providing technical assistance to governments and other stakeholders, demonstrating the ability to work effectively with multiple stakeholder groups, including national governments.

Languages:
Fluency in English and Arabic, both written and spoken, is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of policy documents and reports.

Additional Notes:
The position is expected to last for 6 months of work over a 12-month period. The consultant will be engaged in a full-time capacity, and the role involves significant interaction with various stakeholders in Somalia. The United Nations does not charge any fees at any stage of the recruitment process, ensuring that the recruitment is conducted transparently and without financial barriers.
