Job Overview:
The expert in GHG projections and mitigation will play a crucial role in supporting the Initiative for Climate Action Transparency (ICAT) project in Zambia. This position involves close collaboration with the National ICAT team lead coordinator and other team members to ensure the successful completion of project activities. The expert will provide technical input as requested, focusing on GHG projections and mitigation scenario development. The role requires a strong understanding of climate change policies and methodologies, as well as the ability to engage with national authorities and stakeholders to ensure the technical quality and timely submission of deliverables. The expert will be responsible for developing and enhancing data management frameworks for GHG emissions projections, conducting baseline projections, and monitoring the implementation of Nationally Determined Contributions (NDCs). This position is part-time, with an expected duration of 154 working days, and will involve working closely with various stakeholders to achieve the project's objectives.

Duties and Responsibilities:
The duties and responsibilities of the GHG projections and mitigation expert include:
  • Collaborating with the ICAT local team lead and GHG Inventory Coordinating Agency to ensure effective execution of project activities.
  • Engaging with national authorities and key stakeholders to support the technical quality and timely submission of all deliverables.
  • Conducting stocktaking and capacity building activities to support data collection processes and robust GHG emissions projections.
  • Identifying and analyzing selected policies and measures under key NDC sectors to estimate their GHG emissions reduction potential.
  • Developing and enhancing data management frameworks for GHG emissions projections and monitoring NDC implementation.
  • Applying Sustainable Development (SD) methodologies for NDC tracking and capacity building targeting key national stakeholders.
  • Preparing reports and documentation for various project deliverables, including inception reports, validation workshop reports, and final project reports.
  • Ensuring compliance with the workplan's timeline and the review and approval process of deliverables by the Project Coordinator of UNEP-CCC.

Required Qualifications:
The position requires the following qualifications:
  • An advanced university degree (Master’s or equivalent) in natural or social sciences, or a Bachelor’s degree with a relevant combination of two years of additional experience.
  • Proven working experience in climate/environment protection, with a minimum of 5 years in relevant roles.
  • Extensive experience (minimum 10 years) in diverse GHG projections methodologies and tools, particularly those used for climate planning and reporting under the Paris Agreement.
  • Experience in identifying mitigation policies and measures, and modeling GHG mitigation scenarios (minimum 5 years).
  • Proven experience working with international development projects and engaging with national and local stakeholders related to climate mitigation (minimum 5 years).
  • Demonstrated experience in GHG emission accounting and preparation of national communications and biennial update reports is an added advantage.
  • Knowledge of IPCC guidelines and climate change policy processes is essential.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in natural or social sciences. Alternatively, a Bachelor’s degree combined with two years of additional relevant experience may be accepted in lieu of an advanced degree. This educational background is crucial for understanding the complexities of climate change and environmental policies.

Experience:
The expert is expected to have a minimum of 5 years of proven working experience in climate/environment protection. Additionally, candidates should have at least 10 years of experience working with diverse GHG projections methodologies and tools, particularly those relevant to climate planning and reporting under the Paris Agreement. Experience in identifying mitigation policies and measures, as well as modeling GHG mitigation scenarios, is also required, with a minimum of 5 years in these areas. Furthermore, candidates should have experience working with international development projects and engaging with national and local stakeholders related to climate mitigation, also for a minimum of 5 years.

Languages:
Fluency in English, both spoken and written, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
