Job Overview: The position is situated within UNEP’s Climate Change Division, specifically in the Mitigation Branch, Finance Unit. The incumbent will be responsible for implementing and managing the Mediterranean Investment Sustainable Energy Facility (MISEF) and its successor project, Accelerating Capital for Clean Energy and Sustainable Solutions (ACCESS). This role involves coordinating project management activities, ensuring compliance with UN Environment project management processes, and supporting the selection and ongoing relationship with implementing partners. The incumbent will also prepare and review reports for donors, arrange Steering Committee meetings, and support project evaluations. Additionally, the role includes supervising contracted activities of implementing partners, drafting legal agreements, and monitoring project outputs to ensure quality and relevance. The position also entails supporting the development of new project concepts and resource mobilization efforts to expand existing and future projects of the Finance Unit.
Duties and Responsibilities:
Implement activities and support the coordination of MISEF, including project management and compliance with UN Environment processes.
Support the selection process of implementing partners, assess proposals, and oversee due diligence.
Prepare and review reports for donors and internal project management, arrange Steering Committee meetings, and support evaluations.
Supervise contracted activities of implementing partners, draft Terms of References, negotiate legal agreements, and monitor project outputs.
Support the development of new project concepts and fundraising activities to upscale MISEF/3DEN activities and diversify interventions.
Assist in resource mobilization for expanding existing and future projects of the Finance Unit.
Required Qualifications: Candidates must possess advanced knowledge and understanding of project and programme management, climate change adaptation, and sustainable energy finance. They should demonstrate the ability to manage calls for proposals, draft governing Terms of References, engage partners, and conduct due diligence. The ideal candidate will show professionalism, efficiency, and a commitment to gender perspectives in their work.
Educational Background: An advanced university degree (master's degree or equivalent) in economic policy, with a specialization in energy, is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of five years of international experience in sustainable energy finance, particularly in developing country contexts, is required. Candidates should have experience leading digitalization projects for urban energy and agriculture-systems" style="border-bottom: 1px dotted #007bff !important;">agriculture systems, as well as project management experience across various regions including Sub-Saharan Africa, Middle East and North Africa, South Asia, Latin America, and Central Asia. Experience in designing business models or incentive mechanisms for clean energy investments is essential, along with a successful track record in clean energy finance projects.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum UN Level III for reading, writing, listening, and speaking in both languages.
