Job Overview:
The Programme Management Officer position is situated within UNEP's Climate Change Division, specifically in the Mitigation Branch, Sectoral Transition Section, Buildings and Cooling Unit. The incumbent will play a crucial role in managing the Cool Coalition, which aims to address climate change mitigation and adaptation through enhanced implementation capacity and access to finance and technology. The officer will be responsible for developing and managing the Intergovernmental Committee on Cooling (IGCC), preparing annual work programs, and tracking progress against established milestones. This role requires collaboration with various stakeholders, including member states and partners, to promote sustainable development and effective policies for climate stability. The officer will also facilitate the development of flagship products, support country engagement, and manage outreach programs to mobilize new country signatories to the Global Cooling Pledge, particularly focusing on the MENA region.

Duties and Responsibilities:
The incumbent will conduct project management for the Cool Coalition, which includes developing and managing the IGCC, preparing draft annual programs and budgets, and tracking progress against performance indicators. They will implement resource mobilization plans, develop project proposals, and prepare briefing notes and reports. The officer will coordinate the production of background materials for the Cool Coalition NDC/NCAP Implementation Working Group and facilitate the development of flagship products such as the National Cooling Action Plan and National Determined Contributions Investment Roadmap. Additionally, they will support country engagement by implementing outreach programs, facilitating collaboration among IGCC members, and managing consultants to improve internal communication. The officer will also collect and analyze data to provide insights for decision-making and reporting.

Required Qualifications:
Candidates must possess a strong knowledge base in cooling, energy, and climate change mitigation and adaptation. They should demonstrate professionalism, efficiency, and a commitment to gender perspectives in their work. The ability to analyze and interpret data to support decision-making is essential, as is the capacity to work collaboratively with colleagues to achieve organizational goals. Candidates should be able to develop clear goals, prioritize activities, and allocate resources effectively while monitoring and adjusting plans as necessary.

Educational Background:
An advanced university degree (Master's degree or equivalent) in Mechanical Engineering or a relevant field of study is required. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, indicating a strong foundation in analytical skills.

Experience:
A minimum of five years of professional experience in climate and energy, focusing on program/project management and national climate, energy, and cooling policy and planning in the MENA region is required. Candidates should have experience in operationalizing intergovernmental committees, coordinating high-level ministerial dialogues, and managing international multi-stakeholder partnerships related to cooling and climate. Experience working with the United Nations or similar international organizations at the international level is desirable, as is at least two years of experience in data analytics or a related area.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English and Arabic is required, with a minimum level of proficiency in reading, writing, listening, and speaking according to the UN Language Framework.
