Job Overview: The consultant will play a crucial role in supporting the OzonAction Compliance Assistance Programme (CAP) within the Europe and Central Asia (ECA) region. This position involves project management, network activities, and program management to ensure compliance with the Montreal Protocol, which aims to phase out ozone-depleting substances (ODS) and reduce global warming hydrofluorocarbons (HFCs). The consultant will be responsible for enhancing the capacity of the ECA network through online sessions, developing background documents for regional meetings, and conducting surveys to assess the needs and priorities of the network. The role requires a proactive approach to gather information, produce reports, and facilitate communication among stakeholders to ensure the effective implementation of environmental policies and strategies.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Preparing and conducting up to three online sessions aimed at increasing the capacity of the ECA network, which includes program preparation, speaker liaison, material preparation, and session facilitation.
Developing background documents and presentations, as well as providing technical comments for the Regional Network Meeting scheduled for October 202
Creating a needs and priorities questionnaire for the ECA network, covering various aspects such as meeting formats, assistance needs, and priority topics.
Collecting information on existing centers of excellence in the refrigeration, air-conditioning, and heat pump sectors within ECA countries, focusing on their services and operational models.
Developing an information note on recent developments in the refrigeration industry and providing updates as necessary.
Producing a digest that highlights emerging trends, challenges, and success stories within the ECA region based on various sources.
Preparing presentations on topics related to the ECA project portfolio, including Kigali HFC Implementation Plans, energy efficiency, and management plans for controlled substances.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in environmental sciences, environmental management, natural sciences, engineering, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. A minimum of five years of progressively responsible experience in Montreal Protocol programs is required, along with experience in the phaseout of ODS or phase-down of HFCs. Familiarity with developing countries or economies in transition, as well as Multilateral Fund policies, is essential. Experience providing policy advice or technical support at regional or international levels is also required.

A first-level university degree may be accepted if accompanied by two additional years of qualifying work experience. Languages: Fluency in oral and written English is mandatory for this position. Fluency in oral and written Russian is considered desirable, as it may facilitate communication with stakeholders in the ECA region.
