Job Overview: The National Coordinator for NDC PAF Moldova will play a crucial role in articulating and contributing to the completion of the project’s outputs, activities, and deliverables under the NDC Partnership Action Fund (PAF) in Moldova. This position requires extensive expertise in NDC implementation, institutional capacity building, and training program development. The coordinator will support the Government of Moldova in enhancing the technical and institutional capacities of national public institutions for mainstreaming climate change into sectoral strategies, policies, and plans. The role is essential in facilitating the implementation of project activities on the ground, ensuring that the project aligns with national needs and engages effectively with governmental and sectoral institutions. The coordinator will be responsible for conducting capacity needs assessments, developing tailored training programs, and ensuring that gender and inclusivity considerations are integrated across all outputs.
Duties and Responsibilities: The National Coordinator will have a comprehensive set of duties and responsibilities, including but not limited to:
Facilitating and coordinating the implementation of project activities on the ground in Moldova.
Conducting stakeholder consultations, data gathering, and workshop planning.
Leading the Capacity Needs Assessment (CNA) to establish a baseline understanding of institutional readiness and capacity bottlenecks.
Engaging with the Ministry of Environment and other relevant agencies to identify key government institutions involved in the assessment.
Conducting assessments of current institutional capacities and identifying gaps in skills and resources.
Developing and delivering tailored training programs for various target audiences, including planners and decision-makers.
Organizing consultation workshops to validate training program designs.
Preparing and publishing training materials and managing partnerships with training institutions.
Reporting on project advances to the Project Manager at UNEP-CCC and ensuring alignment with national needs. 1
Maintaining communication with the UNEP-CCC project team and preparing summary reports for stakeholders.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in environmental science, climate change policy, international development, public policy, institutional development, or a closely related field, along with a minimum of 5 years of relevant work experience. Alternatively, a first-level university degree combined with 7 years of relevant work experience may be accepted. Candidates should have at least seven years of experience in climate mitigation, adaptation, and finance, with demonstrated analytical capacity to develop technical products related to climate change planning. In-depth knowledge of Moldova’s climate change regulatory framework is essential, and experience integrating gender considerations into projects will be an advantage.
Educational Background: An advanced university degree (Master's degree or equivalent) in fields such as environmental science, climate change policy, international development, public policy, or institutional development is required. A first-level university degree may be accepted in combination with extensive relevant work experience.
Experience: The position requires a minimum of seven years of relevant work experience in climate change planning, including mitigation and adaptation strategies, climate finance, and institutional frameworks. Experience working with public institutions in Moldova related to climate change is desirable, as is experience in integrating gender considerations into project planning and implementation.
Languages: Proficiency in written and spoken English and Romanian is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
