Job Posting Organization: The Aviation security" style="border-bottom: 1px dotted #007bff !important;">Security Policy (ASP) Section is part of the Aviation Security and Facilitation (ASF) within the Air Transport Bureau (ATB). This section is dedicated to developing policies related to the security of the international air transport system. It is responsible for updating critical documents such as Annex 17 – Aviation Security and various guidance materials. The ASP Section also plays a significant role in aviation cybersecurity policy development, ensuring that the international air law framework is robust enough to address cyber threats. The organization collaborates with various international bodies, including the UN Counter-Terrorism Committee Executive Directorate, International Air Transport Association, and Airports Council International, to foster cooperation on security matters. The ASP Section is committed to enhancing aviation security and cybersecurity on a global scale, supporting the Assembly, the Council, and the Aviation Security Committee.
Job Overview: The Aviation Cybersecurity Training Consultant will be responsible for developing and implementing the ICAO aviation cybersecurity training programme. This role involves reviewing and updating the ICAO Aviation Cybersecurity Training Roadmap, developing new training materials, and identifying requirements for effective training delivery. The consultant will collaborate closely with the Global Aviation Training (GAT) section to ensure alignment with ICAO Training Policies and methodologies. The position requires a proactive approach to developing aviation cybersecurity training modules and delivering courses as needed. The consultant will also assist in the work of the Cybersecurity Panel, contributing to the planning and organization of its work programmes and producing documentation for meetings. The role demands a high level of autonomy, with the expectation of consulting and collaborating with various stakeholders within the organization.
Duties and Responsibilities:
Develop the ICAO aviation cybersecurity training programme, including reviewing the training roadmap, developing new training materials, and identifying necessary requirements for training delivery.
Collaborate with the GAT for the development of the ICAO Aviation Cybersecurity Implementation Package (iPack).
Deliver aviation cybersecurity training courses as per ICAO instructors’ qualification process.
Assist in the planning and organization of the Cybersecurity Panel's work programmes.
Contribute to the development of guidance for the aviation cybersecurity training programme.
Develop documentation and Secretariat papers for meetings of the Cybersecurity Panel and produce meeting reports.
Perform other duties as assigned by the Aviation Cybersecurity Officer.
Required Qualifications:
An advanced-level university degree (Master’s degree or equivalent) in aviation, cybersecurity, information technology, engineering, computer science, or a related discipline.
A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
An educational background or diploma in educational technology is desirable, or completion of the ICAO Training Developers course and Training Instructors course is required if not already held.
Five or more years of experience in developing guidance and training material, preferably in cybersecurity training programmes in civil aviation.
At least three years of experience in developing training programmes and courses in a civil aviation context.
Knowledge of ICAO capacity building and training processes is essential.
Educational Background: The position requires an advanced-level university degree (Master’s degree or equivalent) in a relevant field such as aviation, cybersecurity, information technology, engineering, or computer science. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A background in educational technology is desirable, and the incumbent must complete specific ICAO training courses if not already qualified.
Experience: The consultant must have a minimum of five years of professional experience in developing guidance and training materials, particularly related to cybersecurity training programmes in civil aviation. Additionally, at least three years of experience in developing training programmes and courses within a civil aviation context is required. Familiarity with ICAO capacity building and training processes is essential, along with experience in communicating technical information to diverse audiences and developing policy papers focused on aviation cybersecurity topics.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of a second language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and would enhance the candidate's qualifications.
Additional Notes: This consultancy position is initially for a period of eleven months, with the possibility of extension. It is a full-time role, and the daily rate for Band C varies from CA$ 402 to CA$ 57
