Job Overview: The consultant position at the UIS is focused on conducting a strategic review of the Observatory for Cultural Statistics programme. This role is essential for understanding the current landscape of international science statistics and developing recommendations for a new strategy that aligns with the UIS Medium Term Strategy (2022-2029). The consultant will be responsible for producing a comprehensive report that synthesizes research findings and outlines a new strategy for the UIS Observatory for Cultural Statistics. This project aims to enhance the UIS's ability to serve the needs of UNESCO Member States and other stakeholders effectively. The consultant will engage in extensive research, consultations, and reviews of existing documents and strategies to inform their recommendations. The position requires a high level of analytical skills, strategic thinking, and the ability to communicate complex ideas clearly and effectively.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including but not limited to:
Producing a comprehensive report that presents research findings and recommendations for a new UIS Observatory for Cultural Statistics Strategy.
Reviewing the UIS Medium Term Strategy 2022-2029 to ensure alignment with current priorities.
Analyzing the UIS Culture Statistics Programme from 2001-2024 to assess its effectiveness and relevance.
Evaluating current UNESCO Culture Sector Programme priorities and other strategic documents to identify gaps and opportunities.
Conducting in-depth consultations with key stakeholders, including the UNESCO Culture Sector Executive Office and Division Chiefs, through online interviews and electronic questionnaires.
Providing an overview of culture statistics activities in selected international organizations and regional bodies.
Identifying potential partnerships and synergies at both international and regional levels to enhance collaboration and data sharing.
Required Qualifications: Candidates must possess an advanced university degree (Master's or PhD) in quantitative disciplines such as statistics, economics, or social sciences, with a preference for candidates with a background in cultural disciplines. The role requires a strong foundation in research methodologies and statistical analysis, as well as the ability to synthesize complex information into actionable recommendations. Candidates should demonstrate a commitment to the values of UNESCO, including integrity, respect for diversity, and professionalism.
Educational Background: An advanced university degree (Master's or PhD) in quantitative disciplines is required for this position. Candidates with degrees in statistics, economics, social sciences, or related fields will be prioritized. A background in cultural studies or disciplines related to culture is highly desirable, as it will enhance the candidate's ability to engage with the subject matter effectively.
Experience: The position requires a minimum of 7-10 years of relevant work experience in culture statistics, research, or policy development. Languages: Strong proficiency in both spoken and written English is mandatory for this position.
