Job Overview:
The Deputy Director of Aviation Security, Cybersecurity, and Facilitation will play a crucial role in leading and managing the Aviation Security and Facilitation Branch within the Air Transport Bureau (ATB) of ICAO. This position involves overseeing the development and maintenance of aviation security policies, standards, and guidance materials, as well as managing the Universal Security Audit Programme-Continuous Monitoring Approach (USAP-CMA). The incumbent will be responsible for providing expert advice on aviation security and cybersecurity issues to ICAO governing bodies, states, and international organizations. The role requires strategic planning, coordination with various stakeholders, and ensuring compliance with international aviation standards. The Deputy Director will also supervise a team of professionals and ensure the effective execution of work programmes related to aviation security and facilitation.

Duties and Responsibilities:
  • Lead, supervise, and manage the work and staff of the Aviation Security and Facilitation Branch, ensuring effective direction and guidance to staff, adherence to ICAO regulations, and efficient performance of functions.
  • Develop and execute strategies, work programmes, and activities related to aviation security, cybersecurity, and facilitation, including overseeing the preparation of business plans and working papers for relevant committees.
  • Provide expert advice on aviation security and cybersecurity policy issues, maintaining liaison with UN organizations and national authorities.
  • Supervise the Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA) and ensure compliance with ICAO standards.
  • Formulate and administer assistance strategies for aviation security and cybersecurity, fostering partnerships and collaborative agreements.
  • Support the Director in planning and managing Bureau activities, representing ICAO at international meetings as required.
  • Perform other related duties as assigned.

Required Qualifications:
  • Advanced level university degree (Master’s degree or equivalent) in an aviation-related field, management, or a related area.
  • A minimum of fifteen (15) years of experience in aviation and/or international security management, with at least ten (10) years in a senior executive role.
  • Experience at the international level dealing with aviation security and facilitation matters.
  • Proven managerial experience in a multicultural environment and in developing and implementing aviation security standards and practices.

Educational Background:
Candidates must possess an advanced level university degree (Master’s degree or academic equivalent) in an aviation-related field, which may include scientific or technical disciplines, management, or administration. This educational background is essential for understanding the complexities of aviation security and facilitation.

Experience:
Candidates should have a minimum of fifteen (15) years of relevant experience, including at least ten (10) years in the administration or management of aviation security, cybersecurity, or facilitation programmes. Managerial experience at the senior executive level in either public or private sectors is required, along with experience in international contexts involving aviation security matters. Familiarity with ICAO projects and international negotiations is desirable.

Languages:
Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is considered desirable, enhancing communication capabilities within the international aviation community.

Additional Notes:
The position is a fixed-term non-career appointment for a period of four (4) years, with the first year being probationary for external candidates. The maximum duration for which a staff member at the D-1 level can serve is eight (8) years.
