Job Overview:
The Budget Associate position is crucial within the Business Support Section (BSS) of the Capacity Development and Implementation (CDI) Bureau. The role involves assisting in the planning and management of the Technical Cooperation Programme (TCP) and supporting the Director of the Technical Cooperation Bureau in programming and reporting processes. The Budget Associate will be responsible for the overall financial, budgetary, and expenditure control of all technical cooperation activities, ensuring compliance with ICAO Financial Rules and Regulations. This position requires a proactive approach to budget preparation, monitoring, and reporting, as well as collaboration with various sections to ensure effective financial management and accountability.

Duties and Responsibilities:
  • Prepare and revise technical cooperation project budgets, ensuring compliance with the CDI Field Personnel Instructions Manual and ICAO Procurement Code. Calculate entitlements and allowances for staff, verify previous years’ expenses, and coordinate with CDI Sections for budget amendments.
  • Review and monitor accounting and budgetary reports, ensuring all required documents are in place for project execution. Maintain an effective expenditure control system and perform quality data control for requisitions and purchase orders.
  • Establish technical cooperation project commitments in Agresso, ensuring accurate calculations of staff costs and maintaining project funds.
  • Assist in the preparation and monitoring of the Administrative and Operational Services Cost (AOSC) Fund, including annual budget preparation and quarterly updates.
  • Serve as the CDI Super User for the financial module of the ICAO ERP system, creating budget templates and providing training to end users.
  • Perform other related duties as assigned, demonstrating flexibility and adaptability in a dynamic work environment.

Required Qualifications:
Essential qualifications include a Diploma of College Studies (DEC) or equivalent, with courses in accounting or financial management. A minimum of six years of experience in budgeting and accounting operations is required, along with proficiency in using Enterprise Resource Planning (ERP) systems and common desktop applications like Microsoft Excel. Desirable qualifications include experience within UN or international organizations, familiarity with Financial Regulations and Rules of the United Nations, and knowledge of Agresso Unit 4 Business World software. Experience in analyzing data and preparing financial reports is also beneficial.

Educational Background:
Candidates must possess a Diploma of College Studies (DEC) or an equivalent qualification that includes completion of courses in accounting or financial management. This educational background is essential for understanding the complexities of budgeting and financial operations within an international organization.

Experience:
The position requires a minimum of six years of professional experience in budgeting and accounting operations. This experience should encompass budget preparation, expenditure control, and analysis of accounting data. Familiarity with ERP systems and desktop applications is essential, while experience in international or multinational organizations is desirable. Candidates should also have experience in applying International Public Sector Accounting Standards (IPSAS).

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and would enhance a candidate's profile.

Additional Notes:
This is a locally-recruited position, restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The position is fixed-term for an initial period of one year, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants and may be assigned to various activities or offices within the organization. The remuneration for this position is set at a net base salary of CAD 55,741 per annum, and ICAO offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC).
