Job Overview:
The Programme Management Officer position is integral to the Secretariat of the Convention on Biological Diversity (CBD) within the Scientific, Society and Sustainable Futures Division (SSSF). The incumbent will be responsible for providing comprehensive programme and project management support throughout all phases of the programme/project cycle. This includes tracking decisions from the Conference of the Parties (COP) that impact programme/project content, coordinating with donor organizations for financing, and assisting in the drafting of budgets and reports. The role also involves research, analysis, and documentation of various programmes/projects, stakeholder engagement, logistical support for meetings, and supervision of office support staff. The position requires a proactive approach to problem-solving and effective communication with various stakeholders to ensure the successful implementation of CBD processes and initiatives.

Duties and Responsibilities:
  • Programme and project management: Provide support and implementation assistance at all phases of the programme/project cycle, track COP decisions, assist in coordinating with donor organizations, draft budgets, and ensure proper reporting.
  • Research, analysis, and documentation: Compile, analyze, and present information on programmes/projects, review submissions for compliance, and draft inputs for various documents.
  • Stakeholder engagement: Coordinate communications with Parties and partner organizations, assist in developing project proposals, and provide guidance to external stakeholders.
  • Secretariat and logistical support: Provide secretariat services to committees, draft agendas and minutes, monitor follow-up actions, and support the organization of meetings and workshops.
  • Supervision and knowledge management: Guide office support staff, maintain internal databases, assist with data analysis, and update information materials.
  • Perform any other duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. Computer skills, including proficiency in standard office software and databases, are required. Supplementary training in programme/project administration or public administration is desirable. Candidates should demonstrate professionalism, planning and organizing skills, and the ability to work collaboratively in a team environment.

Educational Background:
A high school diploma or equivalent is required for this position. Additional qualifications in programme/project administration, public administration, or related fields are desirable and may enhance a candidate's suitability for the role.

Experience:
A minimum of seven years of progressively responsible experience in sustainable development or environment-related programmes is required. This experience should include work in law" style="border-bottom: 1px dotted #007bff !important;">environmental law, public administration, and environmental conventions. Candidates with a first-level university degree may have the minimum experience requirement reduced by two years. Experience in the United Nations or similar international organizations is desirable, particularly with Multilateral Environmental Agreements (MEAs) and international environmental policies. Experience in data analytics or related areas is also desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, with a minimum level of proficiency as per the UN Language Framework. Candidates should demonstrate strong reading, writing, listening, and speaking skills in English, while knowledge of French is considered an asset.

The appointment for this position is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding.
