Job Overview:
The Data Management Officer position is integral to the Information and Communication Technology (ICT) Section under the Bureau of Administration and Services (ADB) at ICAO. The role focuses on supporting the ongoing development, maintenance, and enhancement of analytical and reporting data artifacts. The incumbent will work closely with business and technical resources, stakeholders, and third-party vendors to ensure effective data management and reporting solutions. This position is crucial in the context of ICAO's recent digital transformation initiatives, which aim to modernize key organizational systems and processes, thereby enhancing ICAO's ability to support member states and leverage emerging technologies. The officer will be responsible for developing and maintaining enterprise data analysis, Business Intelligence (BI), and reporting for various functional departments within ICAO, including Finance, Human Resources, and Procurement. The role requires a strong understanding of database management systems, data warehousing, data lakes, and data integration, as well as proficiency in tools such as Microsoft Power BI and Oracle reporting tools.

Duties and Responsibilities:
The Data Management Officer will have a diverse set of responsibilities, including:

• Supporting the ADB/IMS/ICT/DM/BI Team by developing and maintaining enterprise data analysis and reporting solutions for ICAO’s functional departments.
• Conducting systems and business analysis to gather, analyze, and document client reporting requirements, determining the feasibility of developing BI and reporting solutions.
• Utilizing the Software Development Lifecycle (SDLC) or Agile/SCRUM methodologies to develop, test, implement, and optimize SQL and T-SQL queries, stored procedures, and data models.
• Conducting data quality activities to assess the quality of datasets provided to ICAO’s data warehouse, ensuring accuracy and completeness.
• Providing system-level support or administration of ICAO’s data infrastructure, conducting regular security reviews, and adhering to best practices.
• Performing other related duties as assigned, contributing to the overall success of the ICT Section and ICAO's mission.

Required Qualifications:
Candidates must possess a first-level university degree in Computer Science, Information Systems, or a related field. Essential qualifications include a minimum of seven years of professional experience analyzing ERP data and utilizing the Software Development Lifecycle (SDLC) or Agile/SCRUM methodologies to develop reporting and BI solutions. Additionally, candidates should have at least five years of experience with Microsoft SQL Server RDBMS and two years of experience with Microsoft Azure Synapse Workspace and Pipelines. Desirable qualifications include experience in an international or multicultural environment, particularly within the UN system, and familiarity with Oracle Fusion ERP and related reporting tools.

Educational Background:
The position requires a first-level university degree (undergraduate bachelor’s degree or equivalent) in Computer Science, Information Systems, or a related field. This educational background is essential for understanding the technical aspects of data management and reporting solutions.

Experience:
Candidates should have a minimum of seven years of professional experience in analyzing ERP data and using the Software Development Lifecycle (SDLC) or Agile/SCRUM methodologies. This experience should include developing reporting and BI solutions, with at least five years specifically focused on Microsoft SQL Server and two years on Microsoft Azure Synapse and Power BI.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and would be an asset in this multicultural environment.

Additional Notes:
The duration of the assignment is one year, with compensation provided at a monthly rate ranging from CAD 7,562 to CAD 10,91
