Job Overview:
The National Consultant - Legal Expert position is designed to provide specialized legal advice and recommendations to the Federation of Bosnia and Herzegovina's Ministry of Environment and Tourism. The consultant will focus on the development of new legislation concerning waste management, as well as updates to existing regulations related to landfills and air emissions monitoring. This role requires the consultant to actively participate in meetings in Sarajevo with relevant working groups, ensuring that the legal frameworks developed are actionable and aligned with best practices. The consultant will be expected to deliver comprehensive legal analyses and recommendations that will guide the Ministry in its legislative efforts, thereby contributing to improved environmental governance in the region.

Duties and Responsibilities:
  • Conduct a thorough review of existing laws and regulations related to waste management, landfills, and air emissions in the Federation of Bosnia and Herzegovina.
  • Provide expert legal recommendations for the development of the new Law on Waste Management.
  • Update the Rulebook on Landfills to ensure compliance with current environmental standards and practices.
  • Revise the Rulebook on Monitoring of Pollutant Air Emissions to enhance its effectiveness and applicability.
  • Attend and actively participate in meetings with the FBiH Ministry of Environment and Tourism and relevant working groups in Sarajevo.
  • Prepare detailed reports and documentation outlining legal recommendations and proposed changes to existing regulations.
  • Collaborate with other experts and stakeholders to ensure a comprehensive approach to environmental legislation.
  • Provide ongoing support and advice to the Ministry throughout the legislative process.

Required Qualifications:
  • Advanced degree in law, environmental law, or a related field.
  • Proven experience in legal consultancy, particularly in environmental law and policy.
  • Strong understanding of waste management legislation and environmental regulations in Bosnia and Herzegovina.
  • Excellent analytical and research skills, with the ability to synthesize complex legal information.
  • Strong communication skills, both written and verbal, with the ability to present legal concepts clearly to non-legal stakeholders.
  • Experience working with government agencies or international organizations is an advantage.

Educational Background:
Candidates must possess at least a Master's degree in law, environmental law, or a closely related discipline. A PhD in a relevant field would be considered an asset, particularly for those with a focus on environmental legislation and policy.

Experience:
The position requires a minimum of 5 years of professional experience in legal consultancy, with a strong emphasis on environmental law. Experience working with governmental bodies or international organizations on environmental issues is highly desirable. The consultant should have a proven track record of developing legal frameworks and providing actionable recommendations in a similar context.

Languages:
Fluency in both English and Bosnian is mandatory. Knowledge of additional languages, particularly Croatian or Serbian, would be considered an asset, as it may facilitate communication with a broader range of stakeholders in the region.

Additional Notes:
The consultancy period is set from March 2025 to May 2025, with a maximum of 52 working days allocated for the assignment. This position is classified as an individual contractor role, and the consultant will be expected to work on a full-time basis during the assignment period. The consultant will be required to submit proposals through the UNDP supplier portal, and any inquiries regarding the tender must be made in writing through the portal's messaging functionality. Compensation details will be provided upon selection.
