Job Overview:
The Local Security Associate plays a crucial role in implementing the security policy manual and ensuring adherence to the United Nations security management system. This position is vital for maintaining the safety and security of OCHA management and staff in Lebanon. The Local Security Associate is responsible for collecting and communicating updates about the security situation in the country, ensuring that all OCHA staff are informed and prepared for potential security risks. The role involves organizing security awareness workshops, developing security policies tailored to local conditions, and maintaining regular contact with security focal points from various UN agencies. The Local Security Associate also supports the preparation and monitoring of Security Risk Management Measures and assists in convoy planning and security assessments to ensure optimal safety standards for personnel traveling in the area of operation.

Duties and Responsibilities:
The Local Security Associate's duties include:
  • Collecting updates on the security situation in Lebanon and communicating this information to OCHA management and staff.
  • Ensuring that all OCHA staff, including new arrivals and visitors, attend the induction program on security awareness.
  • Organizing and delivering workshops on security preparedness for OCHA staff.
  • Developing, adapting, and implementing security policies and procedures that align with UN security frameworks.
  • Maintaining regular contacts with the Department of Safety and Security (DSS) and Security Focal Points of UN agencies.
  • Updating the OCHA Security Plan and supporting the preparation and monitoring of Security Risk Management Measures (SRMs).
  • Assisting in the preparation and monitoring of Internal Security Clearance Requests (ISCRs) and Mission Security Clearance Requests (MSCR).
  • Supporting convoy planning and accompanying missions when necessary.
  • Reporting security incidents affecting UN personnel, offices, and assets. 1
  • Performing security assessments to ensure optimal safety standards for personnel traveling across the area of operation. 1
  • Providing technical advisory and oversight services to ensure safety and security are core components of OCHA Lebanon's operations.

Required Qualifications:
The position requires a secondary education as a minimum; however, a university degree in Security Management, Political/Social Sciences, International Relations, or a related field will be given due consideration. Candidates should possess a minimum of 6 years of relevant experience with secondary education or 3 years with a bachelor’s degree in security, risk, or disaster management, or emergency areas with security responsibilities in humanitarian organizations, NGOs, or disaster agencies. Proficiency in using computers and office software packages (such as MS Word and Excel) is essential, and experience in delivering training programs is desirable. Prior experience within the UN system or an international NGO is also desirable, along with experience in security, protection, and analysis in humanitarian contexts.

Educational Background:
Candidates must have at least a secondary education. A university degree in Security Management, Political/Social Sciences, International Relations, or any related field is preferred but not mandatory. The educational background should provide a solid foundation in understanding security management and humanitarian operations.

Experience:
The position requires a minimum of 6 years of progressive relevant experience in security, risk, or disaster management, or emergency areas with security responsibilities in humanitarian organizations, NGOs, or disaster agencies. Alternatively, candidates with a bachelor’s degree are expected to have at least 3 years of relevant experience. Experience in delivering training programs and familiarity with security, protection, and analysis in humanitarian contexts is highly desirable. Prior experience within the UN system or an international NGO will be considered an asset.

Languages:
Fluency in written and spoken English and Arabic is required for this position. Proficiency in additional languages may be considered an advantage but is not mandatory.

Additional Notes:
The contract modality for this position is a Temporary Appointment (TA) Local, with a duration of 6 months and the possibility of extension. The position is classified at the G6 grade level within the General Service career track, and it does not involve any direct reports. The role is full-time and based in Beirut, Lebanon. Candidates should be aware that UNOCHA has a zero-tolerance policy towards sexual exploitation and misconduct, sexual harassment, and abuse of authority.
