Job Overview:
The Lead Technical Advisor will be responsible for overseeing the preparation of North Macedonia's first Biennial Transparency Report (BTR1) and the combined second Biennial Transparency Report (BTR2) and fifth National Communication on Climate Change (NC5) under the United Nations Framework Convention on Climate Change (UNFCCC). This role requires a deep understanding of climate change reporting requirements and the ability to coordinate with various stakeholders, including government agencies, civil society, and international organizations. The advisor will lead the technical aspects of the reports, ensuring compliance with UNFCCC guidelines and contributing to the country's climate change mitigation and adaptation strategies. The assignment period is from March 2025 to November 2027, and the advisor will play a crucial role in enhancing transparency and accountability in climate actions.

Duties and Responsibilities:
  • Lead the development of the Biennial Transparency Report (BTR1) and the combined BTR2 and NC5, ensuring adherence to UNFCCC guidelines.
  • Coordinate with national stakeholders, including government ministries, NGOs, and research institutions, to gather necessary data and information.
  • Conduct technical analyses and assessments related to greenhouse gas emissions, climate impacts, and mitigation measures.
  • Facilitate workshops and consultations to engage stakeholders in the reporting process and gather feedback.
  • Prepare draft reports and ensure timely submission of final documents to UNFCCC.
  • Provide capacity-building support to national institutions involved in climate reporting.
  • Monitor and evaluate progress on climate actions and reporting requirements.
  • Stay updated on international climate policies and reporting frameworks to inform national strategies.

Required Qualifications:
  • Advanced degree in environmental science, climate change, public policy, or a related field.
  • Extensive knowledge of UNFCCC processes and climate change reporting requirements.
  • Proven experience in leading technical projects related to climate change, preferably in a national context.
  • Strong analytical skills and ability to interpret complex data related to climate change.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Experience in capacity building and training on climate change issues is an asset.

Educational Background:
Candidates must possess an advanced degree (Master's or PhD) in environmental science, climate change, public policy, or a related field. A strong academic background in climate-related studies is essential to effectively lead the reporting process and engage with technical data.

Experience:
The position requires a minimum of 7 years of relevant professional experience in climate change, environmental policy, or related fields. Candidates should have a proven track record of managing complex projects and working with governmental and non-governmental organizations on climate issues. Experience in preparing national reports for UNFCCC or similar international frameworks is highly desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Macedonian or other local languages is an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of the reporting process.

  • The advisor will be expected to work closely with UNDP and other stakeholders in North Macedonia. Compensation will be commensurate with experience and qualifications, and the role may involve travel within the country to engage with various stakeholders.
