Job Overview: The position involves providing consultancy services aimed at strengthening the Family Commissions in Colombia. The consultant will be responsible for enhancing the protection actions and updating the monitoring model to promote comprehensive care for vulnerable populations. This role requires a deep understanding of family law, child rights, and social policies, as well as the ability to engage with various stakeholders to implement effective strategies. The consultant will work closely with UNDP and local authorities to ensure that the Family Commissions can effectively fulfill their mandate in protecting the rights of families and children.
Duties and Responsibilities:
Conduct a thorough assessment of the current operations of the Family Commissions to identify areas for improvement.
Develop and propose a comprehensive strategy for strengthening the Family Commissions' capacity to protect vulnerable populations.
Collaborate with local authorities and stakeholders to implement the proposed strategies.
Design and facilitate training sessions for Family Commission staff on best practices in child protection and family law.
Create a monitoring and evaluation framework to assess the effectiveness of the implemented strategies.
Prepare detailed reports on progress and outcomes to be submitted to UNDP and relevant stakeholders.
Provide ongoing support and guidance to the Family Commissions throughout the consultancy period.
Required Qualifications:
A professional degree in Law with a valid professional card.
A minimum of 4 years of experience in defending the rights of vulnerable populations, litigation, or roles involving advocacy for these rights within Family Commissions.
Alternatively, at least 4 years of experience as a university lecturer in law or political science.
Educational Background: Candidates must possess a professional degree in Law, complemented by either a specialization or a master's degree in relevant fields such as child and family rights, social policy, human rights, constitutional law, political science, government, or public administration. This educational background is crucial for understanding the legal frameworks and policies that govern family rights and protections.
Experience: The position requires a minimum of 4 years of relevant experience. This can include direct work in defending the rights of vulnerable populations, involvement in litigation, or holding positions that advocate for these rights within Family Commissions. Additionally, experience as a university lecturer in law or political science is also considered relevant and valuable for this role.
Languages: Fluency in Spanish is mandatory for this position, as all communications and documentation will be conducted in this language. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The consultancy is expected to last for a period of four (4) months. This is a contract position under the Individual Contractor (IC) procurement process.
