Job Overview:
The Shelter Project Manager for Ethiopia North, Amhara, is tasked with leading the assessment of shelter needs, developing project proposals, and overseeing the implementation of shelter and infrastructure projects. This role requires a dynamic and resilient individual who can supervise shelter teams across various project locations, ensuring adherence to NRC policies and procedures. The Shelter Project Manager will contribute to the development of the country-wide shelter response priorities and will be responsible for coordinating with various stakeholders, including the Sub-national Shelter cluster and refugee response coordination platforms. The position demands a proactive approach to identifying gaps in shelter support for displacement-affected populations and advocating for effective solutions.

Duties and Responsibilities:
  • Ensure adherence to NRC policies, guidance, and procedures in all shelter-related activities.
  • Contribute to the development of the country-wide shelter response priorities, including first-line and non-first line responses.
  • Initiate and participate in the development and implementation of shelter projects.
  • Coordinate and support the Sub-national Shelter cluster and refugee response coordination platforms, facilitating effective meetings and collaboration.
  • Work closely with Shelter Officers and Assistants to implement timely, quality, and inclusive shelter programs in line with strategies and donor requirements.
  • Provide technical support to ensure high-quality shelter projects in the target area.
  • Regularly report on the progress of shelter projects to the WASH and Shelter Specialist.
  • Assess trends and changes in the context of displacement-affected populations to identify gaps in shelter support.
  • Develop and contribute to the NRC Shelter strategy and macro-log frame. 1
  • Represent NRC in sub-national Shelter cluster and refugee coordination meetings, advocating for harmonized shelter programs. 1
  • Build the capacity of the Shelter technical team to ensure effective implementation of shelter programming.

Required Qualifications:
  • Proven experience in project management, particularly in shelter and infrastructure projects.
  • Strong understanding of the humanitarian context in Ethiopia, particularly in relation to displacement and refugee issues.
  • Excellent coordination and communication skills, with the ability to work effectively with diverse stakeholders.
  • Strong analytical skills to assess shelter needs and identify gaps in support.
  • Ability to work under pressure and adapt to changing circumstances.
  • Commitment to NRC's values and principles, including safeguarding and respect for all individuals.

Educational Background:
A relevant degree in humanitarian studies, project management, civil engineering, architecture, or a related field is required. Additional certifications in project management or shelter programming are advantageous.

Experience:
A minimum of 5 years of experience in project management, with at least 3 years in a humanitarian context focusing on shelter and infrastructure projects. Experience working with NGOs or international organizations is preferred.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Ethiopia, such as Amharic, is an asset and will be considered a plus.

Additional Notes:
The position is based in Ethiopia North, Amhara, with a contract duration of 10 months, which is fixed-term and renewable based on performance and the need for the position. The role requires regular travel within Ethiopia and occasional international travel.
