Job Overview: The National Environmental Policy Specialist will play a crucial role in the implementation of the GEF8 Umbrella programme, specifically focusing on the design of a national Biodiversity Finance Plan Project. This position requires an individual with a strong background in environmental policy, biodiversity conservation, and sustainable finance. The specialist will be responsible for conducting comprehensive assessments of the current biodiversity financing landscape, identifying gaps and opportunities, and developing strategic recommendations to enhance financial mechanisms for biodiversity conservation. The role also involves engaging with various stakeholders, including government agencies, NGOs, and the private sector, to foster collaboration and ensure the successful implementation of the project. The specialist will be expected to provide technical expertise, facilitate workshops, and contribute to the development of policy frameworks that support biodiversity finance initiatives.
Duties and Responsibilities:
Conduct thorough assessments of existing biodiversity financing mechanisms and identify gaps in funding and policy frameworks.
Develop a comprehensive national Biodiversity Finance Plan that outlines strategic recommendations for enhancing biodiversity financing.
Engage with stakeholders, including government officials, NGOs, and private sector representatives, to gather input and foster collaboration on biodiversity finance initiatives.
Facilitate workshops and training sessions to build capacity among stakeholders on biodiversity finance and policy development.
Monitor and evaluate the implementation of the Biodiversity Finance Plan, providing regular updates and recommendations for adjustments as needed.
Prepare technical reports and presentations to communicate findings and recommendations to stakeholders and decision-makers.
Stay informed about global trends and best practices in biodiversity finance and integrate relevant insights into the national context.
Collaborate with UNDP and other partners to ensure alignment with broader environmental and sustainable development goals.
Required Qualifications:
Proven experience in environmental policy development, biodiversity conservation, and sustainable finance.
Strong analytical skills with the ability to assess complex environmental and financial issues.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Demonstrated ability to work independently and as part of a team in a multicultural environment.
Proficiency in project management and the ability to deliver results within tight deadlines.
Familiarity with international biodiversity frameworks and financing mechanisms is an asset.
Educational Background: A Master's degree in Environmental Science, Environmental Policy, Sustainable Development, or a related field is required. A Ph.D. in a relevant discipline is an advantage. Additional certifications in biodiversity finance or related areas will be considered a plus.
Experience: A minimum of 5 years of relevant professional experience in environmental policy, biodiversity conservation, or sustainable finance is required. Experience working with international organizations, government agencies, or NGOs on biodiversity-related projects is highly desirable. Proven track record of developing and implementing successful biodiversity finance strategies is an asset.
Languages: Fluency in English is mandatory. Proficiency in Romanian and/or Russian is highly desirable. Knowledge of additional languages relevant to the region will be considered an advantage.
Additional Notes: This position is offered as an individual contractor role under the procurement process of UNDP. The contract duration and specific terms will be discussed upon selection.
