Job Overview:
The primary objective of the Project Analyst-Liaison position is to coordinate and liaise with the Government of Nepal on issues related to disaster risk reduction, preparedness, response, and recovery. This role involves regular meetings with relevant ministries, including the National Disaster Risk Reduction and Management Authority (NDRRMA), the Ministry of Home Affairs (MoHA), and the Ministry of Federal Affairs and General Administration (MoFAGA). The selected candidate will serve as the Early Recovery Coordinator, providing technical inputs and ensuring that gender equality, disability, and social inclusion (GEDSI) considerations are integrated into disaster risk management (DRM) efforts. The position requires close collaboration with various stakeholders to enhance national ownership of project aspects and ensure effective communication and coordination across different levels of government.

Duties and Responsibilities:
The Project Analyst-Liaison will work closely with the project team and under the guidance of the National Project Coordinator. Key responsibilities include: developing and maintaining effective relationships with government and non-government stakeholders; coordinating with stakeholders for timely and efficient project delivery; organizing inter-agency meetings; engaging in policy advocacy for disaster risk reduction; conducting field visits with government counterparts; planning and reporting on SUPER programme activities; providing strategic inputs for programme planning; preparing terms of reference for hiring experts; ensuring visibility for the SUPER programme; identifying roles of stakeholders for effective project implementation; providing inputs on GEDSI aspects; preparing documents for Project Board meetings; and creating a safe working environment by fostering a respectful organizational culture.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Environment Science, Public Policy, Development Studies, Disaster Risk Management, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned areas combined with two additional years of qualifying experience will be considered. The role requires a minimum of two years of relevant experience with a Master’s degree or four years with a Bachelor’s degree in Nepal’s development sector, particularly in climate change or disaster risk management. Proficiency in computer applications and excellent coordination and interpersonal skills are essential, along with experience in building partnerships with diverse stakeholders.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree) in relevant fields such as Environment Science, Public Policy, Development Studies, or Disaster Risk Management. A Bachelor’s degree in these areas, combined with additional qualifying experience, will also be considered. This educational foundation is crucial for understanding the complexities of disaster risk management and development policies in Nepal.

Experience:
The position requires a minimum of two years of relevant experience in the development sector, specifically related to climate change or disaster risk management, if the candidate holds a Master’s degree. If the candidate has a Bachelor’s degree, a minimum of four years of relevant experience is required. Experience should include coordinating with stakeholders, managing project activities, and delivering outputs efficiently. Familiarity with the Government of Nepal's operations and UNDP norms is advantageous, as is experience in resource mobilization and developing action plans related to disaster risk reduction.

Languages:
Fluency in both English and Nepali is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of project activities.
