Job Overview:
The primary objective of this consultancy is to conduct a comprehensive assessment of the legal, policy, institutional, and technological frameworks and capabilities related to Trafficking in Persons (TF) and Gender-Based Violence (GBV) across the Western Balkans. The consultant will be responsible for identifying key strengths and gaps within these frameworks, which will inform the development of actionable recommendations aimed at enhancing both regional and national responses to TF GBV. This role is critical in fostering a more harmonized and effective approach to combating TF GBV, supporting preventive measures, and improving victim support mechanisms. The consultant will engage with various stakeholders, including government agencies, NGOs, and community organizations, to gather data and insights necessary for the assessment. The consultancy is expected to span 35 working days from March 2025 to June 2025, during which the consultant will be expected to deliver a detailed report outlining findings and recommendations.

Duties and Responsibilities:
  • Conduct a thorough assessment of existing legal, policy, institutional, and technological frameworks related to TF GBV in the Western Balkans.
  • Identify strengths and weaknesses in current responses to TF GBV, including gaps in legislation, policy implementation, and institutional capacities.
  • Engage with relevant stakeholders, including government officials, NGOs, and community organizations, to gather qualitative and quantitative data.
  • Analyze data collected to develop a comprehensive understanding of the current state of TF GBV frameworks and capabilities.
  • Prepare a detailed report that outlines findings, strengths, weaknesses, and actionable recommendations for improving responses to TF GBV.
  • Present findings to stakeholders and facilitate discussions on the implementation of recommendations.
  • Ensure that the assessment aligns with international best practices and standards in combating TF GBV.
  • Provide ongoing support and guidance to stakeholders in the implementation of recommendations as needed.

Required Qualifications:
  • Advanced degree in law, social sciences, public policy, or a related field.
  • Proven experience in conducting assessments or evaluations related to legal frameworks, policy analysis, or institutional capacity building.
  • Strong understanding of issues related to trafficking in persons and gender-based violence, particularly in the context of the Western Balkans.
  • Excellent analytical and research skills, with the ability to synthesize complex information into clear and actionable recommendations.
  • Strong communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Familiarity with international human rights standards and frameworks related to TF GBV.

Educational Background:
Candidates must possess an advanced degree (Master's or equivalent) in law, social sciences, public policy, or a related field. A PhD or equivalent qualification would be an advantage, particularly if it relates to issues of trafficking in persons or gender-based violence.

Experience:
Candidates should have a minimum of 5 years of relevant professional experience in conducting assessments, evaluations, or research related to legal frameworks, policy analysis, or institutional capacity building. Experience working with international organizations, particularly in the context of the Western Balkans, is highly desirable. Proven experience in engaging with government agencies, NGOs, and community organizations is also essential.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in local languages of the Western Balkans (such as Bosnian, Croatian, or Serbian) is considered an asset and would facilitate better engagement with local stakeholders.

The consultancy is expected to be conducted over a period of 35 working days from March 2025 to June 202
  • This position is classified as an individual contractor role, and the consultant will be expected to work independently while coordinating with UNDP and other stakeholders. The consultant will be compensated based on the agreed contract terms, and the payment schedule will be outlined in the contract.
