Job Overview:
The position of Disaster Risk Management & Critical Infrastructure (CI) Expert involves providing individual consultancy services to enhance disaster risk management strategies and improve the resilience of critical infrastructure in Turkey. The expert will be expected to analyze existing frameworks, identify vulnerabilities, and propose actionable solutions to mitigate risks associated with disasters. This role requires a deep understanding of disaster risk management principles, critical infrastructure systems, and the socio-economic impacts of disasters. The expert will work closely with UNDP and local stakeholders to develop comprehensive strategies that align with national policies and international best practices. The assignment is set to commence in February 2025 and will continue until January 2028, indicating a long-term commitment to improving disaster resilience in the region.

Duties and Responsibilities:
The Disaster Risk Management & Critical Infrastructure (CI) Expert will be responsible for the following duties and responsibilities:
  • Conduct thorough assessments of existing disaster risk management frameworks and critical infrastructure systems in Turkey.
  • Identify vulnerabilities and risks associated with natural and man-made disasters affecting critical infrastructure.
  • Develop and propose comprehensive disaster risk management strategies tailored to the specific needs of Turkey.
  • Collaborate with government agencies, local authorities, and other stakeholders to implement risk reduction measures.
  • Provide technical guidance and support in the development of policies and regulations related to disaster risk management.
  • Facilitate training and capacity-building workshops for stakeholders involved in disaster risk management.
  • Monitor and evaluate the effectiveness of implemented strategies and recommend adjustments as necessary.
  • Prepare detailed reports and presentations on findings, recommendations, and progress made in disaster risk management initiatives.

Required Qualifications:
The ideal candidate for the Disaster Risk Management & Critical Infrastructure (CI) Expert position should possess the following qualifications:
  • Advanced degree in disaster risk management, civil engineering, environmental science, or a related field.
  • Proven experience in disaster risk assessment, management, and resilience building, particularly in the context of critical infrastructure.
  • Strong analytical skills and the ability to synthesize complex information into actionable strategies.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Familiarity with international disaster risk management frameworks and standards.

Educational Background:
Candidates must hold an advanced degree (Master's or PhD) in a relevant field such as disaster risk management, civil engineering, environmental science, or public policy. A strong academic background with a focus on disaster resilience and infrastructure management is essential for this role.

Experience:
The position requires a significant level of experience, ideally a minimum of 7-10 years in disaster risk management, critical infrastructure assessment, or related fields. Candidates should have a proven track record of successfully implementing disaster risk reduction strategies and working with governmental and non-governmental organizations.

Languages:
Fluency in English is mandatory, both written and spoken. This position is classified as an individual contractor role, and the contract duration is from February 2025 to January 202
  • The expert will be expected to work full-time on this assignment, with flexibility in terms of location within Turkey. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors.
