Job Overview:
The position of National Consultant for Regional Development Policy Analysis and Strategic Planning involves providing expert analysis and strategic planning support for regional development initiatives in Ukraine. The consultant will be responsible for assessing current policies, identifying gaps, and proposing actionable strategies to enhance regional development. This role requires a deep understanding of regional dynamics, socio-economic factors, and the ability to engage with various stakeholders, including government agencies, local communities, and international organizations. The consultant will work remotely, allowing for flexibility while ensuring effective communication and collaboration with the UNDP team and other partners. The assignment is expected to run from February 2025 to November 2025, during which the consultant will deliver comprehensive reports and recommendations to guide regional development efforts.

Duties and Responsibilities:
  • Conduct thorough analysis of existing regional development policies and strategies in Ukraine.
  • Identify key challenges and opportunities for regional development in various sectors.
  • Engage with stakeholders to gather insights and perspectives on regional needs and priorities.
  • Develop strategic recommendations for enhancing regional development policies.
  • Prepare detailed reports and presentations summarizing findings and recommendations.
  • Collaborate with UNDP teams and other partners to ensure alignment with national and international development goals.
  • Monitor and evaluate the implementation of proposed strategies and provide feedback for continuous improvement.
  • Participate in meetings, workshops, and consultations as required to present findings and engage with stakeholders.

Required Qualifications:
  • Proven expertise in regional development policy analysis and strategic planning.
  • Strong analytical skills with the ability to synthesize complex information into actionable recommendations.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Familiarity with the socio-economic context of Ukraine and regional development challenges.
  • Proficiency in using data analysis tools and software for policy assessment.
  • Ability to work independently and manage multiple tasks effectively.

Educational Background:
A Master's degree in Public Policy, Development Studies, Economics, or a related field is required. Additional certifications in project management or strategic planning would be an advantage.

Experience:
A minimum of 5 years of relevant experience in regional development policy analysis, strategic planning, or related fields is required. Experience working with international organizations or government agencies in Ukraine is highly desirable.

Languages:
Fluency in Ukrainian and English is mandatory. Knowledge of Russian or other regional languages would be considered an asset.

Additional Notes:
This position is home-based, allowing for flexibility in work hours. The contract duration is from February 2025 to November 2025, and the consultant will be compensated in UAH. The recruitment is focused on national consultants, and all proposals must be submitted through the UNDP supplier portal by the specified deadline.
