Job Overview:
The National Consultant for Enhancing Local Capacity in Accessing European and National Development Funds will play a crucial role in supporting local entities in Ukraine to improve their ability to access and utilize European and national development funds. This position is home-based, allowing for flexibility while ensuring that the consultant can engage with local stakeholders effectively. The consultant will be expected to provide expert advice, develop training materials, and conduct workshops aimed at enhancing the skills and knowledge of local organizations in navigating the complexities of funding applications and project implementation. The consultant will also be responsible for assessing the current capacity of local entities and identifying gaps that need to be addressed to improve their funding success rates.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current capacity of local organizations in accessing European and national development funds.
  • Develop tailored training programs and materials to enhance the skills of local stakeholders in project proposal writing and fund management.
  • Facilitate workshops and training sessions for local organizations to build their capacity in accessing and utilizing development funds effectively.
  • Provide ongoing support and guidance to local entities throughout the funding application process.
  • Collaborate with UNDP and other stakeholders to ensure alignment of capacity-building efforts with national development priorities.
  • Monitor and evaluate the effectiveness of training programs and make recommendations for improvements.
  • Prepare detailed reports on the progress of capacity-building initiatives and the outcomes achieved.
  • Stay updated on changes in funding opportunities and regulations at both the European and national levels to provide accurate information to local organizations.

Required Qualifications:
  • Proven experience in capacity building, particularly in the context of accessing development funds.
  • Strong understanding of European and national funding mechanisms and processes.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated ability to develop training materials and facilitate workshops.
  • Strong analytical skills to assess organizational capacity and identify areas for improvement.
  • Proficiency in project management and monitoring and evaluation methodologies.

Educational Background:
A minimum of a Master's degree in a relevant field such as international development, public administration, or a related discipline. Additional certifications in project management or capacity building will be considered an asset.

Experience:
At least 5 years of professional experience in capacity building, project management, or a related field, with a focus on development funding. Experience working with local organizations in Ukraine or similar contexts is highly desirable.

Languages:
Fluency in Ukrainian and English is mandatory. Knowledge of additional languages relevant to the local context will be considered an asset.

This position is a home-based consultancy with a contract period from February 2025 to November 202
  • The consultant will be compensated in UAH, and the proposal must be submitted through the UNDP supplier portal. The consultant is expected to work independently while maintaining regular communication with UNDP and local stakeholders.
