Job Overview: The Procurement Analyst position is crucial for the successful implementation of the Projet Intégré de Lutte contre les Inondations et le renforcement de la Résilience (PILIER) in N'Djamena, Chad. This role involves facilitating a strategic approach to sourcing in all areas of procurement, supplies, and logistics. The Procurement Analyst will work under the strategic guidance of the DRR, Operations Manager, or Procurement Specialist, ensuring effective delivery of procurement services to achieve best value for money. The position requires collaboration with various stakeholders, including project teams, vendors, and government officials, to provide solutions to complex procurement issues and advisory support. The role also involves developing and implementing innovative procurement strategies and policies that align with UNDP's principles of fairness, integrity, and transparency.
Duties and Responsibilities: The Procurement Analyst will be responsible for a wide range of duties, including:
Analyzing and interpreting financial results and regulations to provide solutions to complex procurement issues.
Promoting a collaborative and client-focused approach within the Procurement Unit.
Ensuring compliance of procurement activities with UNDP rules and regulations through effective internal controls.
Developing internal procurement Standard Operating Procedures (SOPs) and mapping CO procurement business processes.
Participating in discussions on procurement strategies and plans with projects and stakeholders.
Conducting analysis and preparing proposals on contract strategy, sourcing strategy, and supplier selection.
Advising on procurement processes for CO, projects, and other UN Agencies.
Implementing monitoring systems for procurement processes, including RFQ, ITB, or RFP.
Developing and managing supplier rosters and Long-Term Agreements/Framework Agreements. 1
Facilitating procurement knowledge building and sharing within the organization. 1
Participating in organizing procurement training for staff and vendors. 1
Performing other duties as necessary for the efficient functioning of the office.
Required Qualifications: The position requires the following qualifications:
Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Finance, or a related field, or a first-level university degree (bachelor’s degree) with an additional two years of qualifying experience.
CIPS level 3 certification is required, or it should be obtained within one year if not available at the time of recruitment.
Minimum of 2 years of relevant experience at the national or international level in public sector procurement management (4 years with a bachelor’s degree).
Experience in using computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP.
Practical experience in complex procurement processes (RFQ/RFP/ITB) is desirable.
Experience in advising project personnel on UNDP project procurement matters is an advantage.
Experience with sustainable finance and multi-stakeholder partnerships is an asset.
Educational Background: Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Business Administration, Public Administration, Economics, Finance, or a related area. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. CIPS level 3 certification is mandatory for this position, and if not available at the time of recruitment, it must be obtained within one year.
Experience: The position requires a minimum of 2 years of relevant experience in public sector procurement management at the national or international level for candidates with a master's degree. For those with a bachelor's degree, a minimum of 4 years of relevant experience is required. Experience in complex procurement processes and advising on procurement matters is highly desirable, along with practical experience in managing Long-Term Agreements and rosters.
Languages: Proficiency in oral and written French is a requirement for this position, as well as proficiency in oral and written English. These language skills are essential for effective communication and collaboration within the diverse environment of UNDP and its stakeholders.
Additional Notes: The initial appointment is for a duration of 12 months, contingent upon the successful completion of a probationary period. The position may involve supervising support staff within the Procurement Unit.
