Job Overview: The Senior TVET/Quality Assurance Expert will play a crucial role in supporting UNESCO's initiatives in enhancing quality assurance in Technical and Vocational Education and Training (TVET) across multiple countries, including Uzbekistan, Togo, and the Democratic Republic of Congo. The expert will be responsible for leading quality assurance peer reviews, organizing national conferences, updating QA manuals, and conducting capacity-building sessions for key stakeholders. This position requires regular travel to the field offices to ensure the successful implementation of various projects aimed at improving governance and quality in TVET systems. The expert will also collaborate with international experts and contribute to the development of publications documenting the quality assurance journey in the respective countries.
Duties and Responsibilities: The duties and responsibilities of the Senior TVET/Quality Assurance Expert include leading quality assurance peer reviews at the system level in Uzbekistan, organizing and leading the final National Quality Assurance Conference, updating and finalizing QA manuals, conducting capacity-building sessions for stakeholders, collaborating with international experts for knowledge-sharing, and supporting the development of a publication documenting the quality assurance journey in Uzbekistan. In Togo, the expert will support the development of the National Qualifications Framework (NQF) by examining the work of the national working group, producing quality manuals for accreditation, conducting validation workshops, and finalizing certification documents. In the Democratic Republic of Congo, the expert will assess the status of the National Certification Framework (CNC), conduct assessments with ministries, lead capacity-building workshops, and produce feasibility reports and action plans. The consultancy will involve multiple missions to each country as per the project timeline.
Required Qualifications: Candidates must possess an advanced degree in education, public policy, human resource development, or a related field. They should have at least 15 years of proven experience in TVET systems, qualification frameworks, and/or Recognition of Prior Learning (RPL). Familiarity with quality assurance mechanisms in education and training systems is essential. Strong analytical and report-writing skills are required, along with excellent facilitation skills for conducting training and stakeholder consultations.
Educational Background: An advanced degree in education, public policy, human resource development, or a related field is required for this position. This educational background is crucial for understanding the complexities of TVET systems and quality assurance frameworks.
Experience: Candidates should have a minimum of 15 years of relevant experience in TVET systems, qualification frameworks, and/or Recognition of Prior Learning (RPL). This extensive experience is necessary to effectively lead quality assurance initiatives and collaborate with various stakeholders in the education sector.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication. Additionally, working proficiency in French is essential for engaging with stakeholders in Togo and the Democratic Republic of Congo, where French is widely spoken.
Additional Notes: The consultancy contract is expected to last between 6 to 9 months, with a total of approximately 10 missions required across Uzbekistan, Togo, and the Democratic Republic of Congo. The position is open to external applicants, and candidates must be willing to travel extensively as part of their responsibilities.
