The OSCE Project Co-ordinator in Uzbekistan (PCUz) is an integral part of the Organization for security" style="border-bottom: 1px dotted #007bff !important;">Security and Co-operation in Europe (OSCE), which was established to promote peace, stability, and democracy in the region. The PCUz is mandated to assist the Host Country in its efforts to ensure security and stability, including combating terrorism, violent extremism, drug trafficking, and other threats. The organization also supports socio-economic and civil society development, environmental protection, and the implementation of commitments made within the OSCE framework. The OSCE operates in multiple countries and employs a diverse workforce dedicated to fostering international cooperation and security.

Job Overview:
The Security Guard position is crucial for maintaining the safety and security of the OSCE personnel, visitors, and assets within the office premises. The incumbent will be responsible for conducting regular security drills, managing access control, and ensuring that all security protocols are adhered to in accordance with OSCE guidelines and international standards. The role involves monitoring security risks, implementing measures to mitigate them, and providing day-to-day security services. The Security Guard will also have receptionist duties, ensuring a welcoming environment while maintaining security. This position requires a proactive approach to security, with the ability to respond effectively to incidents and emergencies, and to collaborate with team members to enhance overall security measures.

Duties and Responsibilities:
  • Ensure the security and protection of personnel and property by effectively monitoring and patrolling the premises, managing access control, and responding promptly to incidents.
  • Inform personnel and visitors of security procedures and act upon any non-compliance, reporting such attempts to the Security Focal Point.
  • Continuously monitor surveillance systems, providing real-time updates and performing regular checks to identify and address security threats proactively.
  • Check the operation and maintenance of security systems, including video surveillance and alarm systems, ensuring their functionality and readiness at all times.
  • Ensure that emergency exits are accessible and that fire alarms and firefighting equipment are functioning and readily available.
  • Act as the first responder in any security incident, reporting security breaches immediately to the Security Focal Point and, if necessary, to the Head of Office.
  • Collaborate closely with team members and supervisors to enhance security measures, implement process improvements, and ensure cohesive security operations across the organization.
  • Participate in security assessments to identify vulnerabilities, propose effective solutions, and engage in training sessions and drills.
  • Provide backup driving support for high-level visits and organizational events as required.

Required Qualifications:
The ideal candidate should have completed secondary education, supplemented by training related to security, police, or military services. A minimum of two years of military or police service, or two years of related work experience as a security guard, preferably in an international organization, is required. Candidates should possess knowledge of security and safety regulations, procedures, and methods for performing limited intervention assignments. Basic knowledge of firefighting and defensive actions is essential, along with familiarity with the Microsoft Office package. The ability to handle stressful situations, physical fitness, and a valid driver's license are also necessary. Candidates must demonstrate the ability to work with people from diverse nationalities, religions, and cultural backgrounds, as well as show gender awareness and sensitivity.

Educational Background:
Candidates must have completed secondary education, which is a prerequisite for this position. Additional training related to security, police, or military services is highly desirable and will enhance the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of two years of relevant experience, either through military or police service or as a security guard in a similar role, preferably within an international organization. This experience should include knowledge of security protocols and the ability to respond effectively to security incidents.

Languages:
Excellent written and oral skills in Russian and Uzbek are mandatory for this position. A working level of English is considered a strong asset, enhancing communication within the diverse environment of the OSCE.

This position is open exclusively to citizens of Uzbekistan. The application deadline is April 30, 2026, and late applications will not be considered.
