Job Overview:
The Communications Specialist will play a crucial role in enhancing the visibility and public engagement of the OSCE Project Co-ordinator in Uzbekistan. This position involves maintaining and administering the official webpage and social media accounts, ensuring that the content is engaging and reaches the target audience effectively. The incumbent will coordinate the creation of high-quality content tailored for various social media platforms, including Facebook, X/Twitter, and Telegram, while adhering to OSCE visibility guidelines. The role also includes liaising with media outlets, drafting press releases, and organizing press briefings to promote transparency and public awareness of the OSCE's activities. The Communications Specialist will support the development and implementation of the PCUz communication strategy, ensuring that the organization's objectives are communicated effectively to the public and stakeholders. Additionally, the incumbent will provide interpretation support during events and act as a backup for the Head of Office's executive assistant when necessary.

Duties and Responsibilities:
  • Maintain and administer the PCUz official webpage and social media accounts, ensuring regular updates and engagement with the public.
  • Coordinate and finalize creative content for social media platforms, ensuring compliance with OSCE visibility guidelines.
  • Draft press releases and other communication materials, maintaining contacts with relevant media in Uzbekistan.
  • Organize and support press briefings, liaising with the COMMS team in the OSCE Secretariat in Vienna.
  • Support the development of the PCUz communication strategy and monitor its implementation.
  • Accompany the Head of Office as required, providing consecutive interpretation and supporting media relations during events.
  • Act as a backup for the Head of Office’s executive assistant during absences.
  • Perform other related tasks as assigned by the Head of Office.

Required Qualifications:
Candidates must have completed secondary education and possess specialized training in Media and Communications, Journalism, or related fields. A minimum of six years of experience in a communications role is required, with proven skills in managing and creating content for websites and social media platforms. Candidates should demonstrate excellent oral and written communication abilities, strong attention to detail, and the ability to work effectively in a multicultural team environment. Proficiency in computer applications such as Word, Excel, and PowerPoint is essential, and experience with ERP software is considered an asset. Candidates should also exhibit gender awareness and sensitivity, with the ability to integrate a gender perspective into their work.

Educational Background:
The position requires a completed secondary education along with specialized training in Media and Communications, Journalism, or other relevant areas. This educational background is essential for understanding the nuances of communication strategies and media relations.

Experience:
The ideal candidate should have at least six years of relevant experience in communications, specifically in roles such as Communications Specialist or Communications Assistant. This experience should include managing social media accounts, creating content, and engaging with media outlets. Candidates should also have a proven track record of working in a multicultural environment and contributing to team efforts.

Languages:
Excellent oral and written communication skills in English, Uzbek, and Russian are mandatory for this position. Proficiency in these languages is crucial for drafting communication materials, engaging with media, and ensuring effective public outreach.

Additional Notes:
The position is a full-time contracted role under a local contract with a general services job level (G6). The monthly remuneration is USD 1390.00, subject to social security deductions. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience. The OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. Candidates should be aware that appointments are subject to medical clearance, and the mandatory retirement age is 65 years for contracted positions.
