Job Overview:
The Enterprise Advisor position is crucial for the ILO's operations in Uzbekistan, specifically within the Decent Work Technical Support Team and Country Office for Europe and Central Asia. This role involves providing technical assistance to companies in the cotton, textile, and garment value chain, with a focus on improving compliance with labor standards and enhancing enterprise development. The advisor will conduct assessments, deliver training, and provide tailored advisory services to strengthen internal systems and foster sound industrial relations. The position is part of a broader initiative to implement the Better Work program in Uzbekistan, which aims to improve working conditions and promote compliance within the textile industry. The advisor will work closely with various stakeholders, including factory management, workers, and national constituents, to ensure effective coordination and delivery of ILO activities in the country. The role requires a proactive approach to capacity building and collaboration with local partners to address the specific needs of the industry.

Duties and Responsibilities:
The Enterprise Advisor will be responsible for a range of duties aimed at supporting sustainable improvements in compliance performance and enterprise development. Key responsibilities include: conducting independent enterprise assessments against labor standards, delivering training services to management and worker representatives, and providing tailored advisory services to strengthen internal systems and sound industrial relations. The advisor will utilize Better Work’s Compliance Assessment Tool to assess enterprises’ labor standards and management systems, producing high-quality reports that include assessment findings, recommendations for improvement, and progress reports on implementation. Additionally, the advisor will review reports from other enterprise advisors as part of the Better Work peer review quality assurance system. The role also involves developing and delivering Better Work training services based on needs assessments, liaising with Better Work Global and other country programs, managing information in Better Work’s systems, and contributing to the program’s monitoring and evaluation strategy.

Required Qualifications:
Candidates must possess an internationally recognized first-level university degree in fields such as human resource management, adult education, international development, industrial engineering, enterprise development, law, or other relevant areas. An advanced degree in one of these subjects is considered a strong advantage. The position requires a good understanding of labor-related laws and regulations in Uzbekistan, as well as strong analytical skills and the ability to facilitate group discussions and resolve conflicts. Candidates should also demonstrate experience in delivering training both in-person and virtually, and have a solid understanding of corporate social responsibility and labor compliance issues in global supply chains.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as human resource management, adult education, international development, industrial engineering, enterprise development, or law. An advanced degree in these areas would be beneficial and enhance the candidate's qualifications for the role.

Experience:
Candidates should have at least two years of professional experience at the national level in areas such as occupational safety and health (OSH), social dialogue/industrial relations, capacity building in the private sector in developing countries, adult education, industrial engineering, or corporate social responsibility. This experience is essential for effectively carrying out the responsibilities of the Enterprise Advisor position and contributing to the ILO's mission in Uzbekistan.

Languages:
A very good command of English is mandatory for this position, along with excellent knowledge of Uzbek and Russian. Proficiency in these languages is crucial for effective communication with various stakeholders, including factory management, workers, and government officials.

Additional Notes:
This position is a short-term contract role, lasting until 31 October 2026, with the possibility of extension based on funding availability and performance. The entry-level salary for this position is 36,885 United States dollars per year.
