Job Overview:
The HR and Administrative Assistant plays a crucial role in delivering quality services in human resources and administration to both internal and external clients. Reporting to the Operations Manager, the incumbent is expected to adopt a client-oriented and results-focused approach in interpreting rules, procedures, and guidelines. This position is vital for supporting the Country Office (CO) and UNFPA-supported projects, ensuring that HR and administrative functions are executed efficiently and effectively. The HR and Administrative Assistant will contribute to the implementation of UNFPA’s new 2030 People Strategy, assisting in various HR management tasks such as recruitment, staff retention, performance management, and learning and development. The role also encompasses administrative responsibilities, including travel arrangements, asset management, and support for common premises management, ensuring that all operations align with UNFPA policies and procedures.

Duties and Responsibilities:
The HR and Administrative Assistant will be responsible for a wide range of duties, including but not limited to:
  • Supporting the implementation of UNFPA’s 2030 People Strategy, assisting in HR planning, recruitment, and selection processes.
  • Maintaining accurate and confidential personnel files and ensuring compliance with HR policies and procedures.
  • Acting as the HR focal point for the Country Office, facilitating knowledge sharing and capacity development on HR policies.
  • Assisting with travel arrangements for office personnel and meeting participants, ensuring compliance with UNFPA travel policies.
  • Managing asset records, conducting inspections, and overseeing asset retirement and disposal processes.
  • Executing procurement processes as a primary buyer, issuing purchase orders, and reviewing office commitments.
  • Supporting the development and implementation of common service annual work plans and budgets.
  • Organizing and facilitating meetings for the Common Premises Committee, including agenda preparation and minute-taking.
  • Ensuring the smooth operation of the office building, including maintenance, supply management, and security" style="border-bottom: 1px dotted #007bff !important;">security coordination. 1
  • Providing administrative support to tenants regarding common premises matters.

Required Qualifications:
Candidates must possess a completed Secondary Level Education as a minimum requirement. A first-level university degree in fields such as Economy, Logistics, Business Management, or a related discipline is desirable. Additionally, candidates should demonstrate proficiency in current office software applications and corporate IT systems, which are essential for performing the duties of this position effectively.

Educational Background:
The educational background required for this position includes a completed Secondary Level Education, which is mandatory. While not compulsory, a first-level university degree in relevant fields such as Economy, Logistics, Business Management, or similar disciplines is highly desirable and will enhance a candidate's suitability for the role.

Experience:
The position requires a minimum of five years of relevant experience in administration, human resources, finance, or office management. Candidates should have a proven track record of managing administrative tasks and supporting HR functions effectively. Experience in a UN or international organization is an advantage, as it demonstrates familiarity with the operational context and policies of such entities.

Languages:
Fluency in English, Uzbek, and Russian is required for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders, ensuring that all HR and administrative functions are carried out smoothly and efficiently.
