Job Overview:
The WASH Cluster Coordinator position is crucial for supporting a coherent and effective system of partnerships aimed at maximizing reach and ensuring that those in need receive adequate services. The coordinator will work on behalf of UNICEF, which is the lead agency for the IASC Water, Sanitation and Hygiene Cluster, and will collaborate with state authorities to provide leadership in the WASH response in South Sudan. The role involves acting as an interface between humanitarian WASH partners and duty bearers, ensuring that the WASH-related needs of the affected population are met. The coordinator will also be responsible for strategic planning, monitoring, and reporting on WASH interventions, advocating for resource mobilization, and ensuring accountability to the affected population.

Duties and Responsibilities:
  • Coordination: Provide a platform for service delivery driven by the Humanitarian Response Plan, ensuring the inclusion of key WASH partners and eliminating duplication of services.
  • Needs Assessment: Conduct effective WASH assessments and analyses, identifying gaps and formulating priorities based on collective delivery.
  • Community-Based Approaches: Utilize participatory approaches in assessments and planning.
  • Accountability: Ensure equitable access to information and participation for all affected individuals.
  • Cross-Cutting Issues: Integrate priority issues such as gender and human rights into WASH responses.
  • Emergency Preparedness: Plan for contingencies and monitor risks related to WASH.
  • Planning: Develop sectoral plans and objectives aligned with strategic goals.
  • Standards Application: Ensure awareness of policy guidelines and technical standards among WASH participants.
  • Monitoring: Establish mechanisms to review the impact of WASH interventions. 1
  • Advocacy: Identify advocacy concerns and contribute to broader initiatives. 1
  • Training: Identify capacity gaps and promote training for WASH personnel. 1

Required Qualifications:
Candidates must possess an advanced university degree in relevant fields such as Health Promotion, Civil or Public Health Engineering, or Environmental Health. A minimum of eight years of relevant professional experience in WASH programs is required, including at least five years of direct emergency experience, with a significant portion in the field at a management level. Experience with UN or NGO organizations is also necessary.

Educational Background:
An advanced university degree in subjects related to WASH, such as Health Promotion, Civil or Public Health Engineering, Public Health (MPH), or Environmental Health is required for this position.

Experience:
The position requires a minimum of eight years of relevant professional experience in WASH programs, including at least five years of direct emergency experience, with a significant portion of that time spent in the field at a Team Leader or WASH program management level. Candidates should also have a minimum of two years of experience responding to the initial phases of an emergency and at least five years of experience with either the UN or an NGO.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset.
