Job Overview:
The consultancy position is aimed at developing guidelines for community consultations focused on safeguarding children during emergencies. The consultant will work closely with frontline workers, community-based organizations (CBOs), and non-governmental organizations (NGOs) to create effective strategies for engaging with vulnerable populations. The role requires physical access to Gaza and involves conducting assessments, stakeholder consultations, and developing comprehensive guidelines that address safeguarding and protection against sexual exploitation, abuse, and harassment (PSEA). The consultant will also be responsible for reviewing and validating the guidelines with stakeholders and ensuring their dissemination and understanding among relevant parties.

Duties and Responsibilities:
  • Conduct a thorough review of existing guidelines and best practices related to safeguarding and PSEA in emergency settings.
  • Identify gaps and challenges faced by frontline workers and organizations in conducting community consultations for safeguarding during emergencies.
  • Engage with stakeholders across Gaza and the West Bank to gather insights on challenges and needs related to safeguarding consultations.
  • Develop comprehensive guidelines based on stakeholder consultations, including best practices for community engagement, procedures for addressing safeguarding issues, and techniques for inclusive consultations.
  • Present draft guidelines to stakeholders for review and feedback, conduct field testing, and revise guidelines accordingly.
  • Finalize guidelines and prepare a dissemination plan, ensuring materials are available in both English and Arabic, and provide training sessions if necessary.

Required Qualifications:
Candidates must possess a Master's degree in Social Sciences, Human Rights, Education, Social and Behavioral Change, Gender, Development, or a related field. Additionally, at least 7 years of relevant professional experience in developing guidelines for frontline workers and CBOs in safeguarding is required. Candidates should demonstrate a strong understanding of child protection issues and the ability to work effectively in challenging environments.

Educational Background:
A Master's degree in a relevant field such as Social Sciences, Human Rights, Education, Social and Behavioral Change, Gender, or Development is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to address the complexities of safeguarding in emergency contexts.

Experience:
The position requires a minimum of 7 years of relevant professional experience, particularly in developing guidelines for frontline workers and community-based organizations in safeguarding contexts. Experience in emergency settings and familiarity with child protection issues are crucial for effectively addressing the challenges faced by vulnerable populations.

Languages:

Additional Notes:
The consultancy is expected to be conducted in Gaza, and the consultant must have physical access to the area. The position does not cover community engagement through MEAL lenses. Selected candidates will not be considered staff members under UN regulations and will not receive benefits such as leave entitlements or medical insurance. They will be responsible for their tax liabilities and ensuring valid visa and health insurance for the duration of the contract. Additionally, candidates must confirm their fully-vaccinated status against COVID-19, although this requirement does not apply to those working remotely.
