Job Overview:
The National Professional Officer for Gender-Based Violence (GBV) will provide essential technical support to the WHO team and Health Cluster in Gaza. This role involves capacity building for health sector partners and service providers, ensuring that the health response to GBV is effective and sustainable. The officer will conduct monitoring visits to assess the uptake of training and identify gaps in health facilities' responses to GBV. The position requires collaboration with various health cluster partners and the adaptation of training materials to fit the local context. The officer will also be responsible for producing quarterly reports on activities and submitting them to the relevant focal points.

Duties and Responsibilities:
  • Provide timely and sustainable technical support on Gender-Based Violence (GBV) to the WHO team and Health Cluster in Gaza.
  • Support capacity building activities for health sector partners and service providers regarding the health response to GBV.
  • Conduct monitoring visits and assessments to verify and document the uptake of training by participants.
  • Visit targeted health facilities to identify needs and gaps in responding to GBV and propose actions to address these issues, in line with WHO tools.
  • Support health cluster planning processes to ensure GBV activities are appropriately reflected in Health Cluster plans.
  • Facilitate linkages and coordination between the health cluster, GBV sub-working group, and CMR task force.
  • Adapt training materials and guidance on GBV for the Gaza office.
  • Produce and submit quarterly reports on activities to the MHPSS/GBV focal point.

Required Qualifications:
Essential qualifications include a first-level university degree in social sciences, women and gender studies, human rights, or a health-related field such as public health. Desirable qualifications include an advanced university degree (Master's level or above) in gender issues, gender-based violence, or women's studies. Candidates should possess excellent organizational and analytical skills, with the ability to coordinate activities and multitask effectively. Strong interpersonal skills are essential for negotiating and convincing officials with tact and diplomacy.

Educational Background:
Candidates must have a first-level university degree in a relevant field such as social sciences, women and gender studies, human rights, or public health. An advanced degree in gender issues or related fields is desirable and will enhance the candidate's profile.

Experience:
Candidates should have at least one year of professional experience working in the field of Gender-Based Violence. Desirable experience includes prior humanitarian work at the field level, particularly with WHO, other UN agencies, health cluster partners, recognized humanitarian organizations, or international non-governmental organizations.

Languages:
Essential language skills include expert knowledge of English and Arabic. A working knowledge of another UN official language is considered desirable and may enhance the candidate's qualifications.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from nationals of Palestine will be accepted. The remuneration package includes an annual base salary starting at ILS 247,628, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. The position may involve a written test and/or an asynchronous video assessment as part of the screening process.
