Job Overview: The Associate National Budget and Finance Officer will work under the general authority of the director-general" style="border-bottom: 1px dotted #007bff !important;">Assistant Director-General for Administration and Management and the Director of the UNESCO Regional Office for the Maghreb. This position is crucial for providing financial management and budget administration support services to the UNESCO Rabat Regional Office and its antennas. The officer will be responsible for ensuring compliance with UNESCO's financial regulations and policies, assisting in budget preparation and monitoring, and providing financial advice to project officers. The role requires a proactive approach to financial management, ensuring that resources are utilized effectively and that financial transactions are accurately recorded and reported. The officer will also contribute to capacity development by raising awareness among managers about financial principles and facilitating training as needed.
Duties and Responsibilities: The duties and responsibilities of the Associate National Budget and Finance Officer include:
Budget Planning & Preparation: Collaborate with the Finance and Administrative Officer to prepare the regional office budget, assist in finalizing cost estimates, and ensure compliance with donor agreements.
Budget Monitoring: Ensure timely entry of budget data, monitor budget execution, provide reports on budget implementation, and assist in project closure actions.
Financial Management: Act as Certifying Officer, ensure compliance with financial regulations, monitor commitments and payments, and analyze complex accounting transactions.
Capacity Development: Raise awareness of financial principles among managers and facilitate training sessions.
Participate in UN working groups and contribute to the success of the work team.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Finance, Business Administration, Accounting, or related fields. They should have at least two years of progressively relevant professional experience in management, finance, or administration, preferably within the UN system or an international organization. Candidates should demonstrate knowledge of financial management tools, excellent organizational skills, and the ability to work effectively in a multicultural environment.
Educational Background: An advanced university degree (Master’s or equivalent) in Finance, Business Administration, Accounting, or other related fields is required. Additional courses or training in fields related to the post, as well as a professionally recognized accountancy qualification, would be advantageous.
Experience: The position requires at least two years of relevant professional experience in management, finance, or administration. Experience within the UN system or international organizations is preferred, particularly in financial and administrative management of projects and ensuring compliance with rules and regulations.
Languages: Excellent knowledge of French (written and spoken) is mandatory, while good knowledge of English is an asset. Knowledge of Arabic is also required, and familiarity with other official UNESCO languages (Chinese, Russian, or Spanish) is desirable.
Additional Notes: This is a fixed-term contract for a duration of 2 years, renewable. The position is open to both internal and external candidates, but only nationals of Morocco can apply. The role offers a competitive salary and benefits, including 30 days of annual leave, family allowance, medical insurance, and a pension plan.
