Job Overview:
The consultant will be responsible for providing technical support to analyze the regulatory, institutional, financial, and informational frameworks related to diaspora contributions to development in Côte d'Ivoire. This role involves preparing an initial report that demonstrates a clear understanding of the task, conducting a situational analysis of the country, and proposing effective regulatory and institutional frameworks to optimize diaspora contributions. The consultant will also develop a detailed roadmap for implementing the proposed frameworks and mechanisms, ensuring that gender and inclusion analyses are integrated into all deliverables. The position requires collaboration with various stakeholders, including government entities, civil society, and the private sector, to ensure that the contributions of the diaspora are effectively harnessed for sustainable development.

Duties and Responsibilities:
The consultant's duties include ensuring stakeholder engagement in the program, preparing an initial report that outlines the conceptual framework and methodology, conducting a diagnostic analysis of the existing regulatory and institutional frameworks, and identifying gaps and challenges. The consultant will also prepare a comprehensive report on the country's situation, including necessary reforms and strategic tools for channeling remittances towards investments. Additionally, the consultant will develop a detailed roadmap for establishing the identified frameworks and propose a clear action plan to leverage diaspora contributions. The consultant will organize workshops to discuss preliminary results and present final findings, ensuring inclusivity in the process. The consultant will also participate in national, regional, and sub-regional discussions related to the program and act as a resource person on the economic contributions of diasporas.

Required Qualifications:
Candidates must possess a postgraduate degree (at least a master's degree, MBA, or equivalent) in economics, social sciences, or a related field. A PhD is considered an asset. At least five years of experience in economic and social development policies is required, along with a desirable background in analyzing diaspora contributions to development. Experience working with national organizations responsible for economic development and migration issues is also desirable.

Educational Background:
A master's degree or equivalent in economics, social sciences (such as statistics, development, sociology, or demography), or a related field is required. A doctoral degree would be advantageous for candidates seeking to enhance their qualifications for this role.

Experience:
The position requires a minimum of five years of relevant experience in economic and social development policies. Candidates should have experience in analyzing the contributions of the diaspora to development, which is considered desirable. Experience with national organizations focused on economic development and migration issues is also beneficial.

Languages:
Fluency in French is mandatory for this position, as it is the working language of the United Nations in this context. Proficiency in English or Arabic is considered desirable, enhancing the candidate's ability to engage with a broader range of stakeholders and resources.
