Job Overview: The Director of Talent Acquisition & Outreach plays a pivotal role in shaping UNESCO's talent landscape and enhancing its organizational capability to attract, engage, and retain a diverse pool of high-caliber talent. Reporting directly to the Director of the Bureau of Human Resources Management, the incumbent is responsible for providing strategic and operational leadership to the Talent Acquisition & Outreach Team. This includes ensuring effective coordination across the recruitment process, developing outreach strategies, and engaging with hiring managers to implement proactive workforce planning. The role also involves reviewing and optimizing recruitment processes, driving initiatives for equitable representation, and managing partnerships to leverage additional human resources. The incumbent will analyze recruitment metrics and collaborate with stakeholders to ensure staffing policies align with UNESCO's Human Resources Strategy.
Duties and Responsibilities:
Provide strategic leadership to the Talent Acquisition & Outreach Team, ensuring effective delivery of recruitment processes.
Develop and implement outreach and recruitment strategies, particularly for senior leadership and hard-to-fill positions.
Review and optimize recruitment and selection processes, including outreach, evaluation, and assessment methods.
Drive initiatives to achieve equitable geographical representation and gender balance within the organization.
Analyze and monitor recruitment metrics, including diversity targets, and report on progress.
Collaborate with stakeholders to review staffing policies and ensure alignment with UNESCO’s Human Resources Strategy.
Manage the HR Partnerships Programme, fostering relationships with various stakeholders to meet organizational needs.
Represent UNESCO in UN/CEB working groups and networks.
At least ten (10) years of relevant professional experience in human resources management, with a minimum of five (5) years at the international level.
Proven experience in talent acquisition and/or talent development, with a focus on driving workforce diversity and outreach initiatives.
Demonstrated ability to lead and motivate teams in a multicultural environment.
Educational Background: Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as human resources management, public administration, business management, law, or social sciences. Additional HR professional certifications or memberships in professional HR bodies are desirable.
Experience: Candidates should have a minimum of ten years of relevant professional experience in human resources management, with at least five years acquired at the international level. Experience in developing and implementing global talent acquisition strategies and managing talent programs focused on diversity, equity, and inclusion is highly valued.
Languages: Excellent knowledge of English or French (written and spoken) is mandatory, along with good knowledge of the other language. Knowledge of another official UNESCO language (Arabic, Chinese, Russian, or Spanish) is considered desirable.
Additional Notes: The position is a fixed-term contract for a duration of 2 years, with the possibility of renewal. The role is open to both internal and external candidates. UNESCO offers a competitive salary, with an approximate annual starting salary of 142,257 USD, along with benefits such as 30 days of annual leave, family allowance, medical insurance, and a pension plan.
