Job Overview:
The Area-Based Programme Specialist is tasked with coordinating and managing UNDP's area-based strategies and interventions in Syria. This role involves analyzing social and economic trends, advising management on policy and program interventions, and building strategic partnerships with various stakeholders. The specialist will oversee the formulation, management, and monitoring of area-based strategies and ensure that results are achieved within the allocated budget and timeline, adhering to UNDP's quality standards. The position requires a proactive approach to managing a diverse team and fostering collaboration across various UNDP units and external partners.

Duties and Responsibilities:
The Area-Based Programme Specialist will be responsible for providing strategic policy advice and specialized technical support, managing the Area-Based Programme portfolio, and ensuring effective communication and knowledge management within the office. Key duties include advising on recovery and resilience programming, overseeing project management and monitoring, leading resource mobilization efforts, and building partnerships with government and stakeholders. The specialist will also ensure compliance with UNDP rules and regulations, manage risks associated with program implementation, and promote knowledge sharing and capacity building among partners.

Required Qualifications:
Candidates must possess a minimum of 7 years of professional experience in international development, sustainable development, or crisis response, with at least 2 years in people management. Knowledge of Results-Based Management methodologies and proven experience in resource mobilization and partnerships are essential. Experience working in crisis or conflict settings is required, along with familiarity with multi-disciplinary teams and area-based programming. Proficiency in office software and web-based management systems is also necessary.

Educational Background:
An advanced university degree (Masters or equivalent) in Business Administration, Management, Social Sciences, Development Studies, or a related field is required. Alternatively, a first-level university degree (Bachelor’s degree) with an additional two years of relevant work experience will be considered.

Experience:
The position requires a minimum of 7 years of progressively responsible professional experience in relevant fields, with a preference for candidates who have experience in crisis or conflict countries. Proven experience in program monitoring and management support is necessary, along with a track record in resource mobilization and partnerships. Experience in leading multi-disciplinary teams and designing area-based programs is highly desirable.

Languages:
Excellent written and spoken Arabic and English are mandatory for this position. Proficiency in additional languages may be considered an asset.
