Job Overview: The Civil Engineering Consultant position is aimed at providing expert assistance in the site supervision and quality assurance of rehabilitation and construction works related to infrastructure projects in the Benguela province of Angola. The consultant will be responsible for overseeing the installation of an incinerator and Pressure Swing Adsorption (PSA) oxygen generating plants, ensuring that all works meet the required standards and specifications. This role is crucial for the successful completion of the project, which includes the decommissioning of existing equipment and the installation of new systems. The consultant will work closely with UNDP and other stakeholders to ensure that the project is completed on time and within budget, while adhering to safety and quality standards.
Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Conduct site supervision of the rehabilitation and construction works, ensuring compliance with technical specifications and quality standards.
Monitor the progress of the construction activities and report on any issues or delays to the project manager.
Provide technical guidance and support to contractors and workers on site.
Ensure that all safety regulations and protocols are followed during the construction process.
Conduct regular inspections of the work being performed and prepare detailed reports on the findings.
Liaise with UNDP and other stakeholders to ensure effective communication and coordination throughout the project.
Assist in the preparation of project documentation, including progress reports and final project evaluations.
Participate in project meetings and provide updates on the status of the construction works.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
A degree in Civil Engineering or a related field.
Proven experience in site supervision and quality assurance of construction projects, particularly in infrastructure development.
Strong knowledge of construction materials, methods, and safety standards.
Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse teams.
Ability to work independently and manage multiple tasks effectively.
Educational Background: Candidates must have a minimum of a Bachelor's degree in Civil Engineering or a closely related discipline. Advanced degrees or certifications in project management or construction management will be considered an asset.
Experience: The position requires a minimum of 5 years of relevant experience in civil engineering, specifically in site supervision and quality assurance for construction projects. Experience working with international organizations or in developing countries is highly desirable.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of Portuguese is an advantage, given the location of the project in Angola.
Additional Notes: This position is for a contract duration of 100 days. The consultant will be engaged as an individual contractor under the procurement process of UNDP. The role is full-time, and the consultant is expected to be present on-site in Benguela during the assignment. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other project-related expenses.
