Job Overview:
The Programme Coordinator (Shelter and Settlements) will be responsible for the implementation and management of the Shelter & Settlements (S&S) programme within the IOM Country Office. This role involves developing and executing the Shelter & Settlements strategy, ensuring that the settlement approach is integrated into emergency, transition, and recovery programming. The coordinator will manage the overall implementation of the S&S programme, ensuring compliance with project specifications, donor requirements, and IOM regulations. The position requires proactive resource mobilization for project success, including identifying new funding sources and strategic partnerships. The coordinator will also oversee the design and compliance of technical specifications for housing and infrastructure, ensuring quality outputs that align with international standards. Additionally, the role involves financial management, team supervision, procurement oversight, and coordination with various stakeholders to ensure effective communication and collaboration across all S&S activities.

Duties and Responsibilities:
  • Develop and execute the Shelter & Settlements strategy for IOM in the country, ensuring integration within emergency, transition, and recovery programming.
  • Manage the implementation of the S&S programme, ensuring adherence to scope, budget, time, and quality specifications.
  • Mobilize resources for successful project implementation, identifying new funding opportunities and partnerships.
  • Lead the design process and ensure compliance with technical specifications for housing and infrastructure projects.
  • Ensure sound financial management of S&S projects, monitoring budget lines and burn rates.
  • Supervise and mentor the S&S team, providing capacity building and conflict resolution support.
  • Oversee procurement efforts related to S&S programmes, ensuring transparency and compliance with regulations.
  • Liaise with stakeholders to coordinate S&S activities and avoid duplication of efforts.
  • Coordinate inter-sectoral activities within IOM units/programmes. 1
  • Maintain effective communication with stakeholders and prepare necessary reports and updates. 1
  • Implement a Monitoring, Evaluation, and Learning framework for continuous improvement. 1
  • Integrate cross-cutting issues into S&S programming. 1
  • Perform additional duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Civil Engineering, Architecture, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have professional experience in designing and managing multiple S&S projects, coordinating with partners and government counterparts, and implementing shelter strategies in various settings. Familiarity with IOM procedures and knowledge of relevant standards is advantageous.

Educational Background:
A Master’s degree in Civil Engineering, Architecture, or a related built environment field from an accredited academic institution is required. Alternatively, a University degree in the same fields is acceptable with additional years of experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have at least five years of relevant professional experience for those with a Master’s degree, or seven years for those with a University degree. Experience should include designing and managing S&S projects, coordinating with partners, and implementing shelter strategies in emergency and transitional settings. Experience in construction management, technical design, and community participation in project cycles is also required.

Languages:
Fluency in English and French is mandatory, both oral and written. A working knowledge of a local language is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a Special Short Term Graded contract for up to 9 months, with an initial duration of 6 months. The closing date for applications is 23 February 2025, and no late applications will be accepted. Internationally recruited professional staff are required to be mobile, and any offer is subject to funding confirmation. This selection process may be used to fill similar positions in various duty stations. Candidates who are nationals of the duty station’s country are not eligible for this position.
