Job Overview: The Policy and Strategic Partnership Adviser plays a crucial role in providing policy, programmatic, and resource mobilization support to the Regional Office, particularly in building partnerships with ASEAN, ADB, and other International Financial Institutions (IFIs) in Asia and the Pacific. This position is vital for identifying and advancing new opportunities for partnership growth, sustainability, and impact, especially in the context of climate finance related to sexual and reproductive health and rights (SRHR), gender-based violence (GBV), and population dynamics. The adviser will work closely with technical and program staff across the region to develop and implement strategies that align with UNFPA's goals and objectives, ensuring effective collaboration and resource mobilization.
Duties and Responsibilities: The Policy and Strategic Partnership Adviser will serve as the principal liaison for the ASEAN Secretariat and other relevant bodies, representing UNFPA in regional cooperation mechanisms. Key responsibilities include continuous mapping of priority areas for collaboration between ASEAN and UNFPA, developing regional strategies for partnership engagement, and providing support to country offices during their chairmanship of ASEAN. The adviser will also be responsible for coordinating technical inputs, ensuring quality assurance of documents, and facilitating information exchange among UNFPA country offices and other UN agencies. Additionally, the adviser will provide timely advice to country offices, gather information on emerging priorities, identify opportunities for climate financing, and manage knowledge exchange with other country and regional offices.
Required Qualifications: Candidates must possess an advanced university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. They should have at least 10 years of progressively responsible professional experience in public administration and international development, with a minimum of 8 years specifically in population and development, sexual and reproductive health, or humanitarian contexts at the international level. A strong understanding of current issues in these fields, along with proven advocacy and policy dialogue experience, is essential. Candidates should demonstrate professionalism, strong time-management skills, and the ability to build rapport and achieve high-quality results.
Educational Background: An advanced university degree is required, preferably in fields related to public health, international development, or social sciences. This educational background is crucial for understanding the complexities of population dynamics, sexual and reproductive health, and the broader development agenda.
Experience: Candidates should have a minimum of 10 years of relevant professional experience, with at least 8 years in the specific fields of population and development or sexual and reproductive health at the international level. Experience in advocacy, policy dialogue, and international development, particularly within the UN system, is highly valued. Field experience, especially in developing or humanitarian contexts, is considered an asset.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages is desirable, as it can enhance communication and collaboration with diverse stakeholders across the region.
