Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Officer plays a crucial role in supporting the implementation of the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Indonesia. This position involves maintaining and implementing the monitoring and evaluation processes and practices of the project, ensuring that performance indicators and data related to outcomes, achievements, and impact are accurately prepared and collected in targeted geographic areas and sectors. The MEL Officer will provide technical support and guidance to program staff and partners, draft technical portions of proposals and project designs, and implement and monitor technical strengthening initiatives. Additionally, the officer will develop training strategies, conduct training activities, create scientific or technical materials, and evaluate programmatic effectiveness, providing technical assessment reports. Administrative support on core project operations, such as updating manuals and assisting with proposals and budget tracking, is also a key responsibility of this role.

Duties and Responsibilities:
The MEL Officer is responsible for a variety of tasks that include providing technical support in the development and dissemination of tools, materials, reports, and interventions for projects. They will ensure quality control and quality assurance support, contribute to the development and sharing of lessons learned, knowledge, innovations, and best practices, and assist in work planning and preparation. The officer will work closely with the assigned team to ensure that activities are implemented according to standard operating procedures (SOPs), monitor and maintain protocols, instruments, data sets, manuals, training materials, and reports. They will participate in client and funder meetings, prepare Requests for Proposals for technical and administrative needs, respond to inquiries from internal and external staff, and provide administrative and logistic support to the technical team. The MEL Officer will also support the preparation of quarterly and annual reports, write and edit technical documents, gather necessary information and data for reports, assist with technical troubleshooting, and ensure proper documentation and reporting of services rendered to clients.

Required Qualifications:
Candidates for the MEL Officer position must possess a strong proficiency in database management software and online search tools. They should have the ability to develop scopes of work and deliverables for partners and consultants, demonstrate sensitivity to cultural diversity, and have an understanding of the political, contextual, and ethical issues in assigned areas. The ideal candidate will be proactive in managing multiple tasks, flexible in working with different teams across various time zones, and articulate in communication with clients and staff. Proficiency in Microsoft Office Suite is required, along with data management and analytic software skills (e.g., Microsoft Excel, PowerBI, Tableau, Stata, SAS, SPSS, or R). Excellent oral and written communication skills, organizational and analytical skills, and the ability to analyze and interpret data are essential.

Educational Background:
The position requires a Bachelor’s degree or its international equivalent in social science, Statistics, Public Health/Epidemiology, Data Science, or a related field. This educational background is crucial for understanding the complexities of monitoring and evaluation processes in health and development projects.

Experience:
Typically, candidates should have at least 2+ years of relevant experience managing data collection, monitoring, evaluation, and capacity strengthening in the country. Experience in providing technical assistance is also necessary. Prior work experience in a non-governmental organization (NGO), government agency, or private company is highly valued, as it provides the practical knowledge needed for this role.

Languages:
Fluency in English and Bahasa Indonesian is mandatory for this position. The ability to read, write, and speak both languages is essential for effective communication within the organization and with local partners.

Additional Notes:
The position is based in Jakarta, Indonesia, and may require domestic travel up to 25%. The expected hiring salary range for this role is IDR 164,000,000 to 200,000,000 annually for basic salary.
