Job Overview:
The Financial Accounting Officer is responsible for conducting financial accounting duties and providing support to the Accounting and Finance Unit of the FHI 360 Indonesia office, specifically for the EPIC Project and other projects as required. This role involves preparing payment vouchers for vendor invoices, travel expense reports, and other program-activity payments, ensuring that all financial transactions are recorded accurately and timely. The officer will also prepare monthly financial close reports, including bank reconciliations, and ensure that all financial documentation is complete and compliant with the Country Office policies. The position requires a proactive approach to financial management and a commitment to maintaining high standards of accuracy and integrity in financial reporting.

Duties and Responsibilities:
The duties and responsibilities of the Financial Accounting Officer include:
  • Preparing payment vouchers for processing vendor invoices, travel expense reports, and other payments related to assigned program portfolios.
  • Ensuring completeness of supporting documentation and accuracy of entries for financial reporting.
  • Preparing advance requests for workshops, travel, and subawards, monitoring all advances, and performing timely reconciliations.
  • Preparing monthly financial close reports, including bank reconciliations, to submit to Corporate Accounting.
  • Overseeing the timely recording of financial transactions into the accounting system and reviewing them for accuracy.
  • Reconciling subrecipient advances and expenses, updating the subaward tracker upon reconciliation.
  • Managing petty cash and maintaining accurate records.
  • Keeping financial files updated and ensuring all finance documents are electronically filed.
  • Reviewing project expenses and preparing documentation for VAT-exemption requests. 1
  • Updating and maintaining the internal control system for VAT-related transactions. 1
  • Performing other duties as assigned by management.

Required Qualifications:
The position requires a Bachelor’s degree in finance or accounting, along with a minimum of 8 years of relevant experience in an NGO setting. Proficiency in spreadsheet software is essential, and prior experience working on US Government programs and in an international NGO environment is highly desirable. Candidates must demonstrate strong organizational skills, a positive attitude, and attention to detail. Excellent communication skills in both written and spoken English are mandatory, and proficiency in Bahasa Indonesian is also required. Experience with Microsoft Dynamics NAV ERP software is preferred, and having Tax Brevet A and B certifications will be an advantage.

Educational Background:
Candidates must possess a Bachelor’s degree in finance or accounting. This educational background is crucial as it provides the foundational knowledge necessary for managing financial transactions, understanding accounting principles, and ensuring compliance with financial regulations.

Experience:
The role requires a minimum of 8 years of relevant experience in financial accounting, particularly within the NGO sector. This experience should include a strong understanding of financial reporting, budgeting, and compliance with donor regulations, especially those related to US Government programs.

Languages:
Fluency in English is mandatory, both written and spoken. Additionally, proficiency in Bahasa Indonesian is required, as the role involves communication with local stakeholders and partners. Knowledge of other languages may be considered an asset but is not mandatory.

Additional Notes:
The expected hiring salary range for this role is IDR 136,000,000 - 200,000,000 annually for basic salary. The organization considers various factors when determining the offer amount, including relevant years of experience, education, internal equity, market pay, and budget constraints.
