Job Overview:
The Lead Digital Specialist position at the World Bank Group is a critical role that involves leading strategic digital initiatives and operational activities in Indonesia and Timor Leste. The specialist will coordinate with the ASEAN Secretariat and member countries on digital matters, ensuring that the digital work program aligns with the WBG's Digital and AI Strategy Implementation Plan for FY26–3

• This role requires a strong focus on technical and operational excellence, as well as the ability to integrate digital initiatives across various country and regional portfolios. The Lead Digital Specialist will be instrumental in responding to the growing demand for digital knowledge, technical assistance, and financing in the East Asia Pacific region, thereby contributing to the overarching goals of the WBG.

Duties and Responsibilities:
The Lead Digital Specialist will be responsible for a range of duties, including providing strategic leadership and technical direction for the Digital & AI work program, representing the Digital EAP team in high-level policy dialogues, and developing partnerships with external stakeholders. The specialist will also provide technical expertise on complex digital development issues, lead strategic lending operations, and guide task teams in integrating digital solutions into WBG operations. Additionally, the role involves monitoring and evaluating the implementation of the Digital and AI Strategy, ensuring compliance with corporate requirements, and facilitating collaboration across various sectors within the WBG. The specialist will also be responsible for mentoring junior colleagues and providing leadership in partnership management and outreach efforts.

Required Qualifications:
Candidates for the Lead Digital Specialist position must possess a Master's degree or equivalent in relevant fields such as telecommunications, engineering, computer science, law, economics, political economy, or public policy. A minimum of 12 years of relevant experience in digital transformation, digital and AI policy, and technology-driven development programs is required. The ideal candidate should have a proven track record of leading complex, multi-stakeholder initiatives and possess deep technical knowledge in areas such as broadband infrastructure, digital government, and AI policy. Strong leadership, partnership management, and mentoring skills are essential, along with the ability to translate strategic vision into actionable plans.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in fields related to telecommunications, engineering, computer science, law, economics, political economy, or public policy. This advanced education is crucial for understanding the complexities of digital transformation and the regulatory landscape surrounding it.

Experience:
The position requires a minimum of 12 years of relevant experience in digital transformation and technology-driven development programs. Candidates should have substantial experience in leading complex initiatives across multiple regions or a combination of regional and corporate assignments. This experience should include a strong understanding of digital and AI policy, as well as the ability to engage with various stakeholders effectively.

Languages:
