Job Overview:
The Subject Matter Expert for Construction Industry will play a crucial role in providing technical expertise on steel use and project costs within Indonesia's infrastructure and building sectors. This position is integral to the study titled 'Creating Lead Market for Low Emission Steel in Indonesia: Choosing the Right Sectoral Starting Point.' The expert will utilize their existing knowledge and experience to contribute to the project by providing reference figures and coordinating with industry practitioners through focus group discussions to validate the results. The role requires familiarity with bills of materials and quantities (BOM/BOQ) for various infrastructure and building projects, including road and rail construction, utility works, and conventional building construction. The expert will be expected to engage with industry practitioners, ensuring that the figures reflect actual practices and are clear about the assumptions behind them. This position is remote but requires attendance at offline activities in Jakarta as needed, and the expert will report directly to the Net Zero Senior Analyst while collaborating with the research team within the Energy and Sustainable Business portfolio.

Duties and Responsibilities:
The Subject Matter Expert will be responsible for completing the project portfolio section in the worksheet provided by the research team, selecting relevant infrastructure and building project types. They will fill in the steel bill of materials and quantities (BOM/BOQ) for each selected project type, ensuring that the figures reflect actual practices, including details such as steel form, type, quantity, material origin, applicable grades, and environmental specifications. Additionally, the expert will provide a cost breakdown for each project type across standard cost categories, document procurement prices for steel types, and note the assumptions and specifications behind each figure. The expert will also coordinate with the research team, facilitate focus group discussions with industry practitioners, and revise figures based on feedback received.

Required Qualifications:
Candidates must possess a Bachelor's degree in Civil Engineering, Construction Engineering, or related disciplines. Academics, PhD holders, and PhD candidates with relevant expertise are encouraged to apply. A minimum of five years of relevant professional experience is required, specifically in roles such as quantity surveyor, cost estimator, engineer" style="border-bottom: 1px dotted #007bff !important;">project engineer, project manager, or construction consultant, with substantial experience in infrastructure and building projects. Candidates should demonstrate hands-on experience in preparing or analyzing BOM/BOQ covering steel components, possess strong practical knowledge of project cost structures, and have practical knowledge of steel procurement, including actual prices per tonne by steel type. Proficiency in Microsoft Excel is essential, along with the ability to organize, analyze, and present technical and cost information clearly.

Educational Background:
The position requires a Bachelor's degree in Civil Engineering, Construction Engineering, or other related fields. Advanced degrees such as a Master's or PhD in relevant disciplines are welcomed, particularly for candidates with specialized expertise in the construction industry or related areas.

Experience:
The ideal candidate should have a minimum of five years of relevant professional experience in the construction industry, specifically in roles that involve quantity surveying, cost estimation, project management, or construction consulting. Experience across multiple companies or a broad range of projects is preferred to ensure that the figures reflect variations in industry practices rather than the approach of a single organization.

Languages:
Proficiency in Bahasa Indonesia is mandatory, and strong communication skills in English are considered an advantage. The ability to engage effectively with industry practitioners and facilitate discussions is essential for this role.

  • The consultant will be paid a daily rate, with a maximum of 20 working days for the entire contract period, averaging 10 working days per month. Candidates must have existing work authorization in Indonesia to be eligible for this position. The role is locally engaged, and Indonesian nationals are encouraged to apply. Final candidates may be required to take a test or provide writing samples as part of the selection process.
