Job Overview:
The Procurement Officer will play a crucial role in managing procurement activities for the BFM–BPDLH Project, which encompasses a diverse range of procurement tasks across Aceh and West Sumatra. This position requires the officer to translate approved procurement plans into actionable packages and oversee the entire procurement lifecycle, ensuring compliance, transparency, and cost-effectiveness. The officer will work closely with various project teams and departments to ensure that procurement processes are executed efficiently and align with WRI Indonesia's policies and funder requirements. The role also involves significant collaboration with internal and external stakeholders to ensure that procurement activities meet the project's objectives and timelines.

Duties and Responsibilities:
The Procurement Officer's responsibilities include consolidating procurement plans, establishing implementation schedules, and grouping related procurement items into practical packages. The officer will finalize specifications and scopes of work with requesting teams, conduct market research, and prepare solicitation documents such as RFQs and RFPs. They will coordinate evaluations and negotiations, manage supplier onboarding, and monitor contractor performance against deliverables. Additionally, the officer will maintain comprehensive procurement documentation, ensure compliance with policies and regulations, and provide regular updates on procurement status. The role requires travel to project sites as necessary to oversee procurement activities and ensure successful project execution.

Required Qualifications:
Candidates must possess a Bachelor's degree in business administration, supply chain management, procurement, finance, law, or a related field. A professional procurement or contract management certification is advantageous. Applicants should have a minimum of three years of relevant experience in procurement, sourcing, contracting, or vendor management, preferably in a nonprofit or international development context. A strong understanding of the Indonesian government procurement system and ethical procurement practices is essential. The ability to prepare and review procurement documents with attention to detail is required, along with knowledge of donor compliance requirements and procurement risk management.

Educational Background:
A Bachelor's degree in a relevant field such as business administration, supply chain management, procurement, finance, or law is required. Additional certifications in procurement or contract management are considered a plus, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of three years of relevant experience in procurement or a related field. Experience in a nonprofit, international development, or donor-funded environment is preferred, as it provides familiarity with the complexities and requirements of such settings. Candidates should demonstrate a solid understanding of procurement processes and practices, particularly within the Indonesian context.

Languages:
Proficiency in both Bahasa Indonesia and English is mandatory, with the ability to communicate effectively with internal stakeholders and vendors. Strong written and spoken skills in these languages are essential for the role, facilitating clear communication and documentation throughout the procurement process.
