Job Overview:
The National Programme Coordinator (NPC) for Indonesia will play a crucial role in the TRIANGLE Partnerships for Fair and Effective Labour Migration in ASEAN program, which is a five-year initiative funded by the Australian Department of Foreign Affairs and Trade (DFAT) and the Swiss Agency for Development and Cooperation (SDC). The NPC will be responsible for the development and effective implementation of the work plan for the TRIANGLE Partnership program in Indonesia. This includes overseeing the day-to-day implementation of the program, ensuring that outputs are realized at the national level, and coordinating the work of implementing partners to align with the Decent Work Country Programme and the United Nations Sustainable Development Cooperation Framework for Indonesia. The NPC will work under the supervision of the Director of the ILO Country Office Indonesia and Timor Leste, and will collaborate closely with various stakeholders to ensure the program's objectives are met.

Duties and Responsibilities:
  • Develop strategies and identify innovative interventions for delivering the objectives of the TRIANGLE Partnership program within Indonesia and across major migration corridors.
  • Review and analyze country-specific laws, development plans, socioeconomic data, and other relevant information to inform program planning and implementation.
  • Organize and participate in national-level consultative meetings, seminars, and training workshops, serving as a resource person and representing the program.
  • Draft terms of reference, policy briefs, research materials, and reports related to program activities.
  • Monitor progress of program activities with implementing partners, ensuring clarity and consistency in reporting.
  • Ensure adherence to ILO financial and administrative regulations, fulfilling obligations and delivering expected results.
  • Assist in programming and controlling resources, preparing budget estimates and expenditure forecasts.
  • Provide briefings and relevant information to ILO specialists, program staff, and external partners.
  • Undertake missions to program sites to provide guidance and coaching to partners. 1
  • Establish and maintain relationships with national and local stakeholders involved in migration and human rights. 1
  • Ensure visibility of the program and its donors through appropriate branding and communication. 1
  • Document good practices and lessons learned for sharing with other countries. 1
  • Draft and translate key communication materials into local languages. 1
  • Maintain regular communication with other NPCs and program officers. 1
  • Supervise the work of the program’s Administrative Assistant and national consultants. 1
  • Perform other duties as assigned by supervisors related to program goals.

Required Qualifications:
Candidates must possess a first-level university degree in economics, social sciences, law, or a related field. Additionally, they should have at least three years of experience in project management, supervision, and administration, particularly in implementing grant or cooperative agreement requirements. Experience working with ILO constituents, private sector, and NGOs in Indonesia and Timor Leste is advantageous, especially in areas such as gender equality, social protection, and labor migration statistics. Familiarity with ILO policies and procedures, as well as experience working with government officials, is also beneficial.

Educational Background:
A first-level university degree in economics, social sciences, law, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of labor migration and related social issues.

Experience:
The position requires a minimum of three years of relevant experience in project management, administration, and implementation of grant/cooperative agreement requirements. Candidates should have a proven track record of meeting deadlines, achieving targets, and overseeing the preparation and submission of reports to donors. Experience in implementing projects with ILO constituents, private sector, and NGOs in Indonesia and Timor Leste is highly valued, particularly in the areas of gender equality and labor migration.

Languages:
Excellent knowledge of English and Bahasa Indonesia is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for drafting reports and other documentation.

The contract type is fixed-term for one year, with the possibility of renewal based on performance and funding availability.
