Job Overview:
The M&E/SI Technical Officer plays a crucial role in providing technical assistance and support for the EpiC project, which is focused on achieving and maintaining HIV epidemic control. This position involves overseeing all aspects of strategic information, including monitoring and evaluation (M&E), the development and maintenance of information systems, and surveillance. The officer will be responsible for developing M&E designs tailored to the specific needs of the EpiC program in Indonesia, ensuring that the M&E work plan is effectively implemented. This includes selecting appropriate indicators, creating M&E recording and reporting forms, and providing technical support to various partners and health facilities. The role also requires collaboration with other teams within EpiC to enhance integration and cross-learning in programming, as well as sharing insights gained from the M&E process to improve overall project outcomes.

Duties and Responsibilities:
The M&E/SI Technical Officer will be responsible for a comprehensive set of duties, including but not limited to: developing M&E designs for the EpiC program, creating M&E work plans, selecting and measuring appropriate indicators, and developing M&E recording and reporting forms. The officer will provide technical assistance to province/district partners and health facilities, ensuring data quality assurance and improvement, and facilitating data analysis and usage related to the HIV service cascade. They will work closely with the M&E/SI manager to ensure that programs are monitored and evaluated effectively, with clear indicators of success and impact measurements. The officer will also assist in program planning and budgeting, contribute to the development of quarterly and annual reports, and actively participate in sharing learnings from the M&E process with the EpiC team. Additional responsibilities may include providing strategic information as requested and performing other duties as assigned.

Required Qualifications:
Candidates must possess a minimum of five years of professional experience in M&E roles, specifically with responsibilities for developing and implementing M&E activities for development projects, particularly in health or community projects. A bachelor's or master's degree in public health, statistics, mathematics, demographics, international development, or a related field is required. Advanced certificates in M&E, statistics, or economics are preferred. Proven success in designing and operating project M&E systems from initiation to closeout stages is essential, along with experience in providing technical assistance to health ministries and community organizations in monitoring HIV/AIDS database systems. Knowledge of major evaluation methodologies and data collection techniques is crucial, as well as advanced skills in Microsoft Excel and database management. Experience in planning and managing surveys, developing data collection tools, and providing training to M&E field officers is also required.

Educational Background:
The educational background required for this position includes a bachelor's or master's degree in public health, statistics, mathematics, demographics, international development, or a related field. Candidates with advanced certificates in monitoring and evaluation, statistics, or economics will have an advantage. This educational foundation is critical for understanding the complexities of M&E systems and methodologies necessary for the role.

Experience:
The position requires a minimum of five years of professional experience in monitoring and evaluation roles, particularly in the context of health or community development projects. Candidates should have a proven track record of developing and implementing M&E activities, as well as experience in providing technical assistance to governmental and community organizations. Familiarity with U.S. government rules and regulations, as well as experience working in an international NGO environment, is desirable. Previous experience in Indonesia is also required, highlighting the need for local knowledge and understanding of the health landscape.

Languages:
Proficiency in both written and spoken English is mandatory for this position, as well as fluency in Bahasa Indonesia. These language skills are essential for effective communication with local partners, stakeholders, and team members, ensuring that all aspects of the M&E processes are understood and executed properly.

Additional Notes:
This position is based in Jakarta, Indonesia, and is part of a project funded by the U.S. government. The expected hiring salary range for this role is IDR 136,000,000 - 200,000,000 for annual basic salary.
