Job Overview:
The Monitoring and Evaluation (M&E) Officer position is integral to the ILO Decent Work Team for North Africa and the ILO Country Office for Egypt and Eritrea. The M&E Officer is responsible for compiling and disseminating knowledge about monitoring and evaluation practices across all projects in the Cairo office. This role ensures that projects adhere to ILO M&E practices and that the ILO M&E toolkit is developed, updated, and utilized effectively by project teams. The M&E Officer will serve as a reference point for all M&E activities, reporting to the Senior Programme Officer and working closely with project managers and M&E staff to maintain effective working relationships and improve service delivery. The position requires a proactive approach to data management, project monitoring, documentation, evaluations, and learning practices, contributing to the overall mission of the ILO to achieve decent work for all.

Duties and Responsibilities:
The M&E Officer will design and implement a Comprehensive Monitoring, Evaluation, and Learning Strategy for ILO projects, ensuring its adoption across all initiatives. Responsibilities include overseeing M&E staff, conducting training and coaching sessions, developing mechanisms for knowledge management, supporting project managers in reporting, and conducting field visits to monitor project quality. The officer will devise ILO’s Standard Indicators, ensure data quality assurance, and participate in project design workshops. Additional duties involve collaborating with the communication team for dissemination of information, supporting midterm and final evaluations, leading self-assessments, and assisting in the implementation of the Resource Mobilization Strategy. The role requires flexibility to adapt to various tasks as requested by the supervisor.

Required Qualifications:
Candidates must possess a first-level university degree (Bachelor’s or equivalent) in a field relevant to the job. They should have a minimum of two years of professional work experience in program and/or project planning, monitoring, implementation, and evaluation activities. The role demands excellent analytical skills, attention to detail, and the ability to work both independently and as part of a team. Strong written communication skills and the ability to engage with diverse stakeholders are essential. Knowledge of resource mobilization and a commitment to gender mainstreaming in project activities are also required.

Educational Background:
A first-level university degree (Bachelor’s or equivalent) in a relevant field is mandatory for this position. This educational background should provide a solid foundation in the principles of monitoring and evaluation, project management, and social sciences, which are crucial for the effective execution of the M&E Officer's responsibilities.

Experience:
The position requires a minimum of two years of professional work experience in areas related to program and project planning, monitoring, implementation, and evaluation. This experience should demonstrate the candidate's ability to manage M&E processes effectively and contribute to the successful delivery of projects within the ILO framework.

Languages:
Fluency in both English and Arabic, written and spoken, is mandatory for this position. Candidates should possess excellent communication skills in both languages to effectively engage with diverse stakeholders and produce high-quality documentation. Proficiency in additional languages may be considered an asset but is not required.
