In Ukraine, FAO has expanded its presence to address the challenges posed by the ongoing war, which has severely impacted the agrifood system and food security.

Job Overview:
The National Project Specialist will play a crucial role in providing programmatic and operational support for emergency assistance and early recovery projects in the eastern region of Ukraine. This position requires a proactive approach to managing project implementation, ensuring that all activities align with approved work plans, procurement plans, and monitoring and evaluation frameworks. The specialist will be responsible for facilitating communication between the FAO Dnipro Field Office and other operational units, ensuring that project objectives are met effectively and efficiently. The role demands a strong understanding of the local agrifood context, as well as the ability to engage with various stakeholders, including government agencies, NGOs, and community organizations. The specialist will also be involved in drafting project documents, preparing reports, and contributing to the overall strategic goals of FAO in Ukraine.

Duties and Responsibilities:
The National Project Specialist will have a comprehensive set of responsibilities, including but not limited to: leading the implementation of projects in accordance with established work plans; analyzing technical issues related to project design and evaluation; gathering information for project documentation; managing the selection of service providers and ensuring compliance with FAO procurement procedures; monitoring contractual obligations of service providers; supporting the Head of Field Office in project management; processing administrative and financial tasks; conducting field visits; preparing technical briefs and reports; developing concept notes and project proposals; and ensuring visibility of project activities in collaboration with communication teams. The specialist will also be expected to perform other related duties as assigned by the management.

Required Qualifications:
Candidates must possess a university degree in Agriculture, Business Administration, Economics, Rural Development, or a related technical field. A minimum of three years of experience in supporting administrative or operational project activities is required, along with experience in facilitating communication between stakeholders. Candidates must be nationals of Ukraine and demonstrate a strong commitment to the mission of FAO. Additionally, candidates should exhibit core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Agriculture, Business Administration, Economics, or Rural Development. Candidates must have obtained their qualifications from institutions recognized in the World Higher Education Database (WHED).

Experience:
The position requires at least three years of relevant experience in supporting project activities, particularly in administrative or operational roles. Experience in emergency, humanitarian, early recovery, and development contexts will be considered an asset, as will experience working with agricultural or rural communities.

Languages:
Candidates must have a working knowledge (Level C or native) of English, Ukrainian, and/or Russian. Proficiency in these languages is essential for effective communication and collaboration with stakeholders in the region.
